The conference was connected online to 21 districts, cities and towns across the province with the participation of leaders of district, city and town Party Committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees, officials, civil servants and public employees at district and commune levels.

FAST, SUSTAINABLE, COMPREHENSIVE, CIVILIZED, MODERN DEVELOPMENT

On September 14, 2023, authorized by the Prime Minister, Deputy Prime Minister Tran Hong Ha signed and issued Decision 1059/QD-TTg approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.

The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, is built on the basis of inheriting important achievements of the previous period, the results of socio-economic development in the current period, especially attracting foreign investment capital; at the same time, closely following new resolutions, orientations and directions of the Central Government, national-level planning to integrate in a unified and synchronous direction.

In particular, along with the process of summarizing 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and the Politburo issuing Resolution No. 39 dated July 18, 2023 on building and developing Nghe An province until 2030, with a vision to 2045; the content of the Provincial Planning has been updated to unify and specify the goals, viewpoints, and development orientations of Nghe An province in the spirit of Resolution No. 39 of the Politburo.

Accordingly, to achieve the general, core, and consistent goal: By 2030, Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; the center of the North Central region in a number of areas with strengths. By 2050, Nghe An will be a fast, sustainable, comprehensive, civilized and modern province.

Adhering to the 5 core viewpoints, with the consistent viewpoint of the provincial planning is to firmly pursue the goal of sustainable development; comprehensive but focused development, determined to create breakthroughs in a number of key industries, fields and regions, focusing on rapidly developing the delta and coastal areas to form new growth drivers, spreading impacts to promote sustainable development in the Western region.

The plans, development orientations, tasks and solutions for implementing the Nghe An Provincial Planning are all aimed at the goal of developing two main growth driving areas, namely the expanded Vinh city and the expanded Southeast Economic Zone; Implementing three strategic breakthroughs; Forming and developing four economic corridors associated with four key traffic routes; Developing five pillar areas including: industry; trade, services; tourism; high-tech agriculture; marine economy associated with ensuring national defense and security.

The province also aims to build 6 urban centers to create driving forces for development, including: Vinh City expansion as a central urban area; developing Thai Hoa town in association with Nghia Dan to become a dynamic urban area, the center of the Northwest region; developing Hoang Mai town in association with Quynh Luu to become the central urban area of ​​the South Thanh Hoa - North Nghe An region, the northern growth pole of the province; building Con Cuong district in the direction of an ecological urban area, the driving force for development of the Southwest sub-region; upgrading Dien Chau urban area with the function of a central urban area of ​​the Eastern region; building Do Luong urban area to act as a connecting point, linking the western districts with Vinh city, the Southeast Economic Zone and the coastal area of ​​the province.

Previously, on February 15, 2023, on behalf of the Prime Minister, Deputy Prime Minister Tran Hong Ha also signed Decision No. 93/QD-TTg approving the overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone, Nghe An province until 2040.

On a scale of more than 20,776 hectares, the Southeast Nghe An Economic Zone is planned into 3 areas. Of which, area 1 has a planning area of ​​more than 18,826 hectares, including the natural area of ​​10 communes of Nghi Loc district (Nghi Hop (now Khanh Hop commune), Nghi Xa, Nghi Long, Nghi Dong, Nghi Thuan, Nghi Hung, Nghi Quang, Nghi Thiet, Nghi Tien, Nghi Yen), 6 communes of Dien Chau district (Dien Trung, Dien Thinh, Dien An, Dien Tho, Dien Loc, Dien Phu), 2 wards of Cua Lo town (Nghi Thuy, Nghi Tan).

Area 2 has a planning area of ​​1,200 hectares, including the entire area of ​​Hoang Mai Industrial Park and Dong Hoi Industrial Park in the communes of Quynh Loc, Quynh Lap, Quynh Vinh and Quynh Thien ward (Hoang Mai town).

Area 3 has a planning area of ​​750 hectares, including the entire area of ​​VSIP Nghe An Industrial, Urban and Service Park in Hung Dao and Hung Tay communes, Hung Nguyen town (Hung Nguyen) and Hung Chinh commune (Vinh city).

The overall adjustment of the Master Plan for the construction of the Southeast Nghe An Economic Zone to 2040 is necessary to meet the development requirements after 17 years of establishment such as: Expanding the area of ​​industrial parks, reducing the area previously planned for concentrated residential areas, adjusting and removing functional areas that are no longer suitable; forming more industrial parks associated with urban areas to create synchronization, thereby building the Southeast Economic Zone to become the driving force for economic growth of Nghe An province.

Speaking at the opening of the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung affirmed: These are two planning projects of special importance, creating new momentum and new opportunities for the development of Nghe An province in the coming time with long-term goals and visions.

Nghe An province believes that, together with Resolution No. 39 dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and the plans approved and announced by the Prime Minister today; these are solid political and legal foundations that will open up many new opportunities and new prospects for breakthrough, rapid and sustainable development.

To achieve the set goals and tasks, the Chairman of the People's Committee of Nghe An province said: In the coming time, the province will focus on building and promptly implementing plans, programs and projects to concretize the Provincial Planning; at the same time, closely coordinate with central ministries, branches and localities to effectively implement the regional planning after approval, in conjunction with continuing to well implement the Government's Resolutions on the Action Program to implement Resolution No. 26 of the Politburo on the development of the North Central and Central Coast regions.

Comrade Nguyen Duc Trung said: In the immediate future, in 2024, the province will focus on completing the work of building and approving the district planning; implementing 5 key programs and projects, including: Project to expand the Southeast Economic Zone; Project to expand the boundaries and urban space of Vinh city; Project to arrange administrative units at district and commune levels for the period 2023-2025; Program for urban development of the whole province to 2030 associated with the Project to classify urban areas in the province; Completing the Project to supplement specific mechanisms and policies to soon submit to the Government and the National Assembly.

Continue to accelerate the implementation of two strategic transport infrastructure projects, namely Cua Lo Deepwater Port and upgrading and expanding Vinh International Airport. Focus on implementing key transport infrastructure investment projects and industrial park infrastructure investment projects in the Southeast Economic Zone.

At the conference, Deputy Prime Minister Tran Hong Ha presented Decision 1059/QD-TTg dated September 14, 2023 approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050; Minister of Planning and Investment Nguyen Chi Dung presented flowers to congratulate the leaders of Nghe An province.

Deputy Minister of Construction Bui Xuan Dung presented Decision No. 93/QD-TTg dated February 15, 2023 approving the overall adjustment of the Master Plan for Construction of the Southeast Nghe An Economic Zone, Nghe An province to 2040.

Nghe An provincial leaders awarded investment registration certificates to representatives of six projects with a total registered investment of 390 million USD, equivalent to more than 9,555 billion VND in the Southeast Nghe An Economic Zone.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha assessed: This is an important event, creating new momentum and influence in attracting investment for development not only in Nghe An province but also in the North Central and Central Coast regions.

Appreciating the potential, advantages and outstanding, different opportunities for rapid and sustainable economic and social development; at the same time playing an important role in building, developing the economy, society, ensuring national defense and security of the North Central region, the Central Coast and the whole country; congratulating the outstanding achievements of the Party Committee, government, army and people of Nghe An province over the past period, Deputy Prime Minister Tran Hong Ha also emphasized that the goals of Resolution No. 39 of the Politburo set for Nghe An are not only the aspirations and important tasks for the Party Committee, government, army and people of Nghe An province, but also the wishes of the people of the whole country in building and developing Nghe An province commensurate with its position, role, importance, worthy of being the homeland of President Ho Chi Minh.

Emphasizing that the announced plans will open up new opportunities and development space. However, according to the Deputy Prime Minister: The important issue is how to organize the synchronous and scientific implementation of the above plans, mechanisms and policies.

“I think we cannot think and act in the old, usual way. I believe that cadres, party members, as well as each citizen of Nghe An, the Party Committee and the government of Nghe An will transform their strong desire for development, pride, love for their homeland, and the spirit of innovation into actions and work to become a place worth visiting, contributing to, experiencing and living in,” said Deputy Prime Minister Tran Hong Ha.

On that basis, the Deputy Prime Minister outlined a number of key tasks and solutions to effectively organize and implement the planning. First of all, it is necessary to effectively promote resources, especially knowledge-based resources based on the province's human resource strengths and attract talents to create momentum for development.

At the same time, the province needs to allocate adequate resources as well as effectively mobilize socialization to develop detailed plans to concretize the plans. For the development of plans to implement the Plan, priority should be given to implementing infrastructure projects connecting not only within the province but also inter-regionally and inter-provincially to create overall, synchronous and unified connections to unlock the province's resources.

Nghe An also needs to effectively implement Resolution 06 of the Politburo, which includes very important orientations on urban development planning and must consider urban development as an orientation to build the province's economy; develop the Eastern economic corridors to promote the development of the West.

Nghe An is a locality with a very large mountainous area, a large area of ​​forestry land and natural forests, therefore, forest development needs to be associated with agriculture, farmers, rural areas and processing industry; pay attention to tourism development and low-carbon economy.

The Deputy Prime Minister also noted that in the process of implementing plans related to rural and urban networks, it is necessary to conduct good geological and hydrological surveys to have a database to ensure Nghe An develops in a way that adapts to climate change, sustainably and safely.

It is necessary to focus on developing educational and training facilities for Nghe An and the region, in which it is especially necessary to identify training for high-quality human resources and new economic fields such as: Electronics, semiconductors, low-carbon economy, green energy.

The province also needs to effectively implement the National Assembly's Resolution on specific mechanisms and policies; especially developing information technology applications, conversion, especially serving the reform of administrative procedures, creating the best investment environment.

At the same time, Nghe An issued its own separate standards in attracting investment, investment capital, technology reception and technology transfer.

In particular, Nghe An needs to strengthen cooperation and development links with provinces and cities in the North Central and Central Coast regions and the whole country to multiply the potential and advantages of each locality, especially the need to closely coordinate with localities in the region, such as Thanh Hoa and Ha Tinh.

Deputy Prime Minister Tran Hong Ha emphasized: The key to Nghe An's success lies in its ability to mobilize its extremely strong human resources and highly appreciated the province's motto of 5 readiness (ready for investment site; ready for essential infrastructure; ready for human resources; ready for innovation, reform, substantial improvement of the investment and business environment and ready for support). He suggested that the province add "ready for its own change and ready to provide green energy for investment and development activities" to increase competitiveness.

Assessing the projects that were granted investment certificates in the first days of the year, in today's planning announcement ceremony, is a good start showing the attractiveness, potential advantages, and attractive investment opportunities of Nghe An province. The Deputy Prime Minister hopes that many investors will also choose Nghe An, on the basis of participating with the province to make contributions to continue to concretize the planning.

“That gives us great confidence that Nghe An will write new miracles in development so that our homeland will become increasingly rich, beautiful, civilized, and soon become a well-off province of the country as President Ho Chi Minh wished during his lifetime,” the Deputy Prime Minister emphasized.

Speaking at the conference, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy affirmed: The province is deeply aware that the announcement of the new planning is just the first step, the journey to implement the planning is very long, the task is very important, in the context of many favorable factors intertwined with many challenges.

Fully, seriously and comprehensively absorbing the important guidance of Comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister at the conference, the province will continue to promote the fine traditions of the homeland, solidarity, dynamism and creativity; actively and proactively coordinate with departments, ministries, branches, central agencies and localities to organize the implementation of plans with the highest efficiency.
