(Baonghean.vn)- On August 22, the Ministry of Natural Resources and Environment officiallyc announced the Prime Minister's Decision on the operation of inter-reservoirs on the Ca River basin during the annual flood season.

Leaders of the People's Committees of Ha Tinh and Thanh Hoa provinces, departments, branches, units managing and operating hydroelectric and irrigation reservoirs.

Overview of the working session.

In response to the necessary requirement of issuing operating procedures for hydroelectric and irrigation reservoirs in the Ca River area to ensure priority for projects, cut and reduce floods for downstream areas and ensure power generation efficiency, on August 11, 2014, the Prime Minister issued Decision No. 1337/QD-TTg on the operation of inter-reservoirs in the Ca River basin during the annual flood season.

The Decision has 3 Chapters and 21 Articles regulating the principles of operation of Ban Ve and Khe Bo reservoirs during the flood season. Accordingly, from July 20 to November 30 every year, Ban Ve and Khe Bo reservoirs in the Ca River basin must operate according to the following priority principles: Ensuring construction safety, flood safety for downstream areas, ensuring effective water supply and power generation. Under normal weather conditions, the Director of Ban Ve Hydropower Company proactively operates and regulates, ensuring that the water level of Ban Ve reservoir does not exceed the prescribed highest water level before the flood of the reservoir during the flood season; When the National Center for Hydro-Meteorological Forecasting forecasts an emergency storm, a tropical depression near the shore or other weather patterns that are likely to cause rain and floods within the next 24 to 48 hours that may directly affect localities in the Ca River basin, the Head of the Steering Committee for Flood and Storm Prevention and Search and Rescue of Nghe An province decides on the operation of the reservoirs.

At the conference announcing the Prime Minister's Decision, the leaders of the Ministry of Natural Resources and Environment affirmed that this was a timely decision, with the consultation and contribution of many agencies, departments and localities; it is a new process, requiring functional agencies, departments and branches to have coordination and unity in the operation of inter-reservoirs. It is necessary to quickly conduct training on flood discharge operations in practice, unify reporting forms and especially based on the Prime Minister's decision, it is necessary to proactively develop a dam operation plan according to regulations. The competent agencies must also monitor the contents of the decision; strengthen the capacity of the Provincial Flood and Storm Prevention Command while ensuring both the flood discharge cut-off target and the water supply target for the dry season, etc.

At the conference, representatives of the People's Committee of Ha Tinh province and Hua Na Hydropower Company expressed their opinions affirming the timeliness of issuing the flood discharge reservoir operation procedures. At the same time, they hoped that the agencies under the Ministry of Natural Resources and Environment would continue to issue operating procedures during the dry season; consider the flood discharge of Hua Na Hydropower Plant in relation to Dong Van Hydropower Plant below, etc.

Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee affirmed: The issuance of two Decisions of the Prime Minister on the process of operating inter-reservoirs in the Ca River basin during the annual flood season is a very timely action, serving the work of flood and storm prevention - natural disaster mitigation in the flood season of 2014 and the following years. This is the first time Nghe An province has implemented the Decision on the process of operating inter-reservoirs in the Ca River basin during the annual flood season. Therefore, all levels, sectors, localities and units must seriously comply with the contents of the Decision approved by the Prime Minister; Well perform the tasks and responsibilities assigned to the localities by the Prime Minister. The leaders of the two hydropower plants Ban Ve and Khe Bo must strictly comply with the approved procedures and closely coordinate with the Steering Committee for Flood and Storm Prevention and Control of Nghe An province, the People's Committee of Tuong Duong district and other localities in the operation of the project, in order to minimize damage caused by flood discharge operations and ensure water supply according to regulations during the dry season for the downstream area.

The Chairman of the Provincial People's Committee hopes that in the coming time, the province will continue to receive timely professional guidance and support with necessary equipment to serve the immediate and long-term management and operation of the Ministry of Natural Resources and Environment, the Central Steering Committee for Flood and Storm Prevention, and relevant ministries and branches.

Also at this Conference, the Ministry of Natural Resources and Environment also announced Decision No. 1341/QD-TTg of the Prime Minister on the Operation Procedure of Inter-reservoirs in the Ma River Basin during the annual flood season.
