At the ceremony, the Warden of the Provincial Police Detention Center announced the President's 2013 amnesty decision and the list of prisoners released early from prison by the Provincial Police Detention Center. The provincial police leaders presented amnesty certificates, identity cards and gifts from the Provincial People's Committee to 5 outstanding prisoners representing 35 prisoners pardoned in 2013. Representatives of the pardoned and reformed prisoners expressed their gratitude and awareness of the State's special leniency policy and humanitarian spirit.
