Announcing violations of Da Nang Secretary Nguyen Xuan Anh

Mr. Xuan Anh declared and used his qualifications in violation of regulations, was dishonest, and used 2 company houses.

The Central Inspection Committee has just issued a press release for its 17th session. The content of the release clearly states:

Secretary of Da Nang Nguyen Xuan Anh

I- On the results of the inspection when there were signs of violations against the Standing Committee of the Da Nang City Party Committee and a number of individuals

1- The Standing Committee of the Da Nang City Party Committee for the 2015-2020 term had the following violations and shortcomings:

- Failure to strictly comply with the principles of party activities, self-criticism and criticism; violation of Regulation No. 42 of the Secretariat on the tasks and working relations of the Standing Committee of the Provincial Party Committee, the City Party Committee and the Working Regulations of the City Party Committee, which has affected the leadership role and fighting strength of the Standing Committee of the City Party Committee.

- The review and decision to transfer and appoint a number of cadres violated the principle of democratic centralism and Party regulations.

- Not seriously implementing the Conclusion Notice No. 156-TB/TW of the Politburo and Notice No. 558-TB/UBKTTW of the Central Inspection Commission in overcoming violations in land management and use. Made a number of decisions without proper authority, not in accordance with the law, with content related to allowing enterprises to use public land, implementing projects...

- Lax leadership and direction, lack of inspection and supervision in the field of land management and urban order in the city, allowing many violations to occur, causing public outrage.

- Decision on policy to appoint contractors for 4/6 projects to build headquarters of agencies, violating the Law on Bidding.

- Agree to receive and use cars donated by businesses in violation of regulations.

2- Comrade Nguyen Xuan Anh, member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the People's Council of Da Nang City, has the following violations and shortcomings:

- As the head of the City Party Committee, you are primarily responsible for the violations and shortcomings of the Standing Committee of the City Party Committee for the 2015-2020 term.

- Violating the principle of democratic centralism and the Party and State's regulations on personnel work; chairing the review and decision of a number of personnel with signs of imposition; directly directing many specific tasks of the government. Comrade's actions have caused distraction and affected the solidarity and unity in the Standing Committee of the City Party Committee.

- Declaring and using degrees that are not in accordance with regulations, dishonest, violating the standards of Party Committee members and the Regulations on what Party members are not allowed to do.

- Lack of exemplary behavior in receiving and using cars donated by the enterprise and using 02 houses of the enterprise, causing bad public opinion in society.

3- Comrade Huynh Duc Tho, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Da Nang City has the following violations and shortcomings:

- Share responsibility for violations and shortcomings of the Standing Committee of the City Party Committee for the 2015-2020 term.

- As the head of the City People's Committee, you are primarily responsible for violations and shortcomings in land management and urban order.

- Not proactively proposing to the Standing Committee of the City Party Committee personnel in a number of City government agencies under the management of the Standing Committee of the City Party Committee according to regulations.

The violations and shortcomings of the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term, comrade Nguyen Xuan Anh and comrade Huynh Duc Tho are serious, negatively affecting the reputation of the Party organization and individuals, causing resentment among cadres, Party members and people, to the point of requiring disciplinary action.

II- Regarding the results of the inspection when there were signs of violations against the Party Committee of the Provincial People's Committee and comrade Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee

1- For the Party Executive Committee of Gia Lai Provincial People's Committee for the 2011-2016 term

- Violating the principle of democratic centralism; violating the Working Regulations of the Provincial Party Committee, the Party Executive Committee of the Provincial People's Committee and the regulations of the Standing Committee of the Provincial Party Committee in leading and directing a number of activities of the Provincial People's Committee.

- Violating regulations on personnel organization, proposing planning and appointing some unqualified personnel, conditions, and not in accordance with regulations.

- Lax leadership and direction, lack of responsibility, leading to many violations and shortcomings of the Provincial People's Committee such as:

+ Land allocation and lease without planning, without auction, violating the Land Law, causing loss of state budget.

+ Management of investment in construction of some projects from state budget sources violates the Law on Bidding and the Law on Construction.

+ The decision to open 05 secondary border gates and border openings violates the Government's Decree.

2- For the Party Executive Committee of Gia Lai Provincial People's Committee for the 2016-2021 term

Violating the principle of democratic centralism and the Working Regulations of the Party Executive Committee of the Provincial People's Committee. Lack of determination in leading, directing, and correcting violations and shortcomings of the Provincial People's Committee for the 2011-2016 term; extending the operation of secondary border gates and border openings in violation of Government regulations.

3- For comrade Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Gia Lai province

- Take primary responsibility for violations and shortcomings of the Party Executive Committee of Gia Lai Provincial People's Committee for the 2011-2016 term.

- Violating the principle of democratic centralism, the Working Regulations of the Provincial Party Committee and the Working Regulations of the Party Executive Committee of the Provincial People's Committee in performing assigned duties and tasks; violating Regulation No. 51 and Regulation No. 231 of the Secretariat on the leadership and direction relationship of the Provincial Party Committee and City Party Committee with Party delegations and Party Executive Committees.

- Violations in directing and deciding on land allocation and land lease without auction and deciding on investment in projects using the state budget, mining; opening secondary border gates and border crossings not in accordance with Government regulations.

- Lack of exemplary behavior in recommending the appointment of unqualified relatives.

The violations and shortcomings of the Party Executive Committee of Gia Lai Provincial People's Committee for the 2011-2016 term and comrade Pham The Dung are serious, affecting the prestige of the Party and State, causing resentment among cadres, party members and people, to the point of requiring disciplinary action.

The Central Inspection Commission requested the Party Committee of the Provincial People's Committee for the 2016-2021 term and comrade Vo Ngoc Thanh, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Gia Lai Provincial People's Committee to seriously review and draw profound lessons.

III- Review and discipline the Party Committee Standing Committee and some members of the Board of Members of Vietnam Chemical Group

The Central Inspection Commission has reviewed the violations and shortcomings of the Standing Committee of the Party Committee of the Vietnam Chemical Group for the 2005-2010 and 2010-2015 terms and a number of individuals as concluded at the 16th Session of the Central Inspection Commission, including: Comrade Nguyen Anh Dung, member of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Vietnam Chemical Group; Comrade Nguyen Quoc Tuan, former Party Secretary, former Chairman of the Board of Directors of the Corporation, former Chairman of the Board of Members of the Vietnam Chemical Group; Comrade Do Quang Chieu, former Party Secretary, former Chairman of the Board of Directors of the Corporation; Comrade Do Duy Phi, former Deputy Party Secretary, former General Director of the Vietnam Chemical Group.

The Central Inspection Commission found that the violations and shortcomings of the Standing Committee of the Party Committee of the Vietnam Chemical Group for the 2005-2010 and 2010-2015 terms and the above-mentioned comrades were serious.

Pursuant to Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party members, the Central Inspection Commission decided to impose disciplinary action by removing comrade Nguyen Quoc Tuan from all positions in the Party; and to issue warnings to comrades Do Quang Chieu and Do Duy Phi.

Propose that the Secretariat consider and take disciplinary action against comrade Nguyen Anh Dung.

Request the Party Committee of the Central Enterprises Bloc to consider disciplining the Standing Committee of the Party Committee of the Vietnam Chemical Group for the terms 2005-2010 and 2010-2015.

IV-Consideration and disciplinary action against a number of individuals belonging to the Standing Office of the Southwest Steering Committee

The Central Inspection Commission has reviewed the violations and shortcomings of a number of individuals in the Standing Office of the Southwest Steering Committee as concluded at the 16th Session of the Central Inspection Commission, including: Comrade Nguyen Phong Quang, former member of the Party Central Committee, former Secretary of the Party Committee, former Deputy Head of the Standing Office, former Head of the Standing Office of the Steering Committee; Comrade Nguyen Quoc Viet, Secretary of the Party Committee, Deputy Head of the Steering Committee; Comrade Nguyen Thanh Hai, former full-time member, former Chief of the Steering Committee Office; Comrade Nguyen Van Ut, Chief of the Steering Committee Office; Comrade Le Thi Thu Hang, former chief accountant; Comrade Son Thi Quanh Ni, treasurer.

The Central Inspection Commission found that the violations and shortcomings of the above-mentioned comrades caused very serious consequences, negatively affecting the reputation of the Party and the Steering Committee, causing public outrage among cadres, party members and the people.

Pursuant to Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party members, the Central Inspection Commission decided to impose disciplinary action of expulsion on comrades Nguyen Thanh Hai and Le Thi Thu Hang; disciplinary warning on comrades Nguyen Quoc Viet and Nguyen Van Ut; and disciplinary reprimand on comrade Son Thi Quanh Ni.

Propose that the Secretariat consider disciplinary action against comrade Nguyen Phong Quang.
