Prime Minister's telegram: Ensuring traffic safety on National Day
The Prime Minister has just sent an official dispatch to ministries, branches and press agencies on ensuring traffic order and safety during the National Day holiday on September 2 and the opening of the new school year 2015-2016.

The Prime Minister telegraphed the Ministries of Public Security, Transport, Education and Training, Information and Communications; Culture, Sports and Tourism; National Traffic Safety Committee, People's Committees of provinces and centrally run cities; Vietnam News Agency; Vietnam Television; Voice of Vietnam.
During the 70th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, and the opening ceremony of the new school year 2015-2016, people's travel needs will increase, potentially leading to traffic overload, increasing the risk of traffic accidents and traffic jams, especially in Hanoi and Ho Chi Minh City.
To ensure traffic order and safety during this occasion, the Prime Minister requests the Ministries of Public Security, Transport, Education and Training, Information and Communications; Culture, Sports and Tourism, the National Traffic Safety Committee, and People's Committees of provinces and centrally run cities, based on their assigned authority and responsibilities, to direct the implementation of the following tasks and solutions:
1. Promote the dissemination of regulations on traffic order and safety on mass media; warn of traffic safety risks and consequences of traffic accidents; recommend measures to prevent traffic accidents, especially for motorcyclists; encourage people to use public passenger transport and limit travel by personal vehicles, especially for long-distance trips on highways, national highways, and key provincial roads with high traffic volume. Schools carry out traffic safety education for students right from the beginning of the new school year.
2. Focus on organizing and regulating traffic reasonably, fully deploying forces and vehicles, promptly resolving incidents, and preventing prolonged traffic jams. Strengthen patrols, control, and strictly handle violations of traffic safety and order, especially violations of speed, alcohol concentration, driving on the wrong side of the road, lane, carrying passengers and goods exceeding the prescribed weight, using vehicles that are past their expiration date or inspection period, etc. Develop plans to prevent and stop illegal racing. Focus on implementing measures to ensure traffic safety and order in school areas, preventing traffic jams on the opening day.
3. Strengthen inspection of safety conditions of traffic infrastructure works; renovate and repair damaged road surfaces and slopes due to recent rain and floods; organize cleaning of roadsides, sidewalks, and surface drainage systems; inspect and install additional signs, traffic lights, and warning devices at locations with potential traffic safety risks; infrastructure construction and maintenance units strengthen guidance and traffic safety assurance, and take timely remedial measures when incidents occur.
4. Tighten the management of quality and traffic safety for passenger transport vehicles; require transport businesses, bus stations, train stations, airports, wharves, ferries... to have appropriate passenger transport organization plans to meet people's travel needs, minimize congestion, delays, and cancellations; innovate ticket sales methods and strictly control, not allowing illegal ticket price increases to occur.
5. Widely publicize on mass media the hotline number to receive people's feedback on traffic safety and order; promptly direct and coordinate with relevant agencies to resolve and overcome incidents, accidents and problems that occur./.
