The Prime Minister hasTelegram No. 451/CD-TTgRequest all levels, sectors and localities to focus on directing the implementation of a number of key tasks to ensure traffic order and safety during the April 30 - May 1, 2012 holiday.

The Prime Minister requested all levels, sectors and localities to step up propaganda work on mass media and activities of mass organizations to disseminate laws on traffic safety and order. At the same time, warn about the risks of traffic accidents, accident prevention measures and educate people on self-protection awareness to implement, especially to prevent boat accidents, motorbike accidents and passenger car accidents.

Arrange more forces on duty on key traffic routes

In addition, strengthen patrol and control work, arrange more traffic police, public order police, and traffic inspectors to be on duty on major traffic routes and complex traffic areas with high risk of congestion, develop plans and measures for traffic organization and regulation to promptly resolve congestion when it occurs, and prevent prolonged traffic congestion.

Focus on inspecting, detecting and strictly handling violations of traffic safety that cause traffic accidents such as: speeding, driving in the wrong lane, carrying more people than prescribed (both on land and water), not wearing helmets when riding motorbikes, using vehicles that do not ensure technical safety to transport passengers, focusing on major national highways such as National Highway 1, National Highway 5, National Highway 51, National Highway 14, National Highway 18; handling acts of driving motorbikes, motorbikes, electric motorbikes on highways.

Prevent and stop illegal motorcycle racing

The Prime Minister noted that in major cities such as Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, etc., plans must be implemented to prevent and stop illegal motorcycle racing.

At the same time, strengthen the management of passenger transport, require business owners of transport and tourism businesses to mobilize more passenger transport vehicles, commit to only providing vehicles that meet technical safety standards to transport passengers, and educate vehicle drivers to comply with regulations on traffic safety and order, focusing on road passenger transport.

In addition, regularly urge and inspect traffic safety at stations, bus stations, wharves, and ferry terminals; resolutely suspend vehicles that do not meet technical safety standards, vehicles carrying more passengers than prescribed, or people who do not meet the prescribed conditions to operate the vehicle; promote the role and responsibility of the People's Committees at the commune and ward levels in inspecting and supervising passenger transport activities at ferry terminals and tourist attractions to ensure safety.
