Control and strictly handle violations of traffic safety order.

The Prime Minister requested the Ministry of Transport, the Ministry of Public Security, People's Committees of provinces and centrally-run cities and the National Traffic Safety Committee to strengthen propaganda activities to disseminate traffic safety laws to all classes of people to increase awareness and sense of law compliance when participating in traffic; warn about the risks of traffic accidents, measures to prevent accidents and educate people about self-protection when participating in traffic.

At the same time, step up patrolling, controlling and strictly handling violations of traffic safety order, especially violations that cause traffic accidents such as: driving on the wrong side of the road or lane; exceeding the prescribed speed limit; carrying more people than the prescribed number; stopping, parking, picking up and dropping off passengers in violation of regulations; weaving; using expired vehicles; motorcyclists not wearing helmets; drivers using alcohol or beer above the permitted alcohol concentration...

The Ministry of Public Security must mobilize maximum forces, means, equipment and apply professional measures to detect and strictly punish violators, especially drivers of passenger vehicles and container trucks.

Maximize vehicle mobilization to meet people's travel needs

The Prime Minister also requested the Ministry of Transport, the Ministry of Public Security, the People's Committees of provinces and centrally run cities and the National Traffic Safety Committee to develop a plan to mobilize all types of passenger transport vehicles to meet the increased travel demand of the people, especially on the North-South route (before Tet and after Tet), to relieve congestion at wharves, bus stations, train stations and airports, and not let passengers stay overnight at the above locations; at the same time, to raise the sense of responsibility of the transport business community, of vehicle owners in transport activities, and the sense of self-consciousness in complying with traffic rules of the team of passenger car drivers, train drivers and water vehicle operators.

Strengthen traffic safety inspections at stations, bus stations, wharves, and ferry terminals; resolutely suspend vehicles that do not meet technical safety standards, vehicles that carry more passengers than prescribed, or drivers who do not meet the prescribed conditions; promote the role and responsibility of the People's Committees of communes and wards in inspecting and supervising passenger transport activities at ferry terminals and tourist attractions to ensure safety.

Develop a traffic control plan in the area where major festivals are held.

The Prime Minister also directed to resolutely restore order in the management of roadways and sidewalks in urban areas and traffic safety corridors; review and organize traffic, promote traffic lane separation on urban roads and on national and provincial highways; develop plans to organize traffic flow and arrange traffic control forces in areas where major festivals are held.

Along with that, it is necessary to renovate the traffic infrastructure; review the system of markers, signs, signals, and buoys to supplement them promptly, especially on dangerous slopes and road sections at risk of catastrophic traffic accidents; strictly implement measures to ensure traffic safety at traffic projects under construction, and restore the road surface to ensure safety for people and vehicles during Tet, and prevent traffic jams due to construction.

In recent years, traffic accidents and congestion often increase during the New Year, Lunar New Year and spring festival season. During the 9 days of the 2012 Lunar New Year alone, there were 404 traffic accidents nationwide, killing 329 people and injuring 380 others.
The main reason for the high number of traffic accidents during Tet is the high number of people and vehicles participating in traffic; the situation of people using alcohol and beer exceeding the permitted concentration, speeding, reckless driving, encroaching on the road, not wearing helmets or the situation of passenger vehicles, picking up and dropping off passengers in the wrong places is common; the situation of encroaching on sidewalks and roads for trading purposes is causing traffic obstruction.
