Provinces and cities must take every measure to inform ships at sea about the storm's developments and call on people to move to safe storm shelters.

Storm No. 3 (international name: Kalmaegi) is continuing to strengthen, the strongest wind near the storm center is level 12, level 13, gusting to level 15, level 16 and moving quickly towards the mainland of our country; on the day and night of September 16, the storm will directly affect the Gulf of Tonkin and coastal provinces from Quang Ninh to Nghe An with the strongest wind near the storm center is level 11, level 12, gusting to level 13, level 14, accompanied by widespread heavy rain. This is a very strong storm, moving quickly, the storm's developments are still complicated, we need to be on guard against the storm making landfall earlier than forecast.

Location and path of storm number 3

To proactively respond, the Prime Minister requested: People's Committees of provinces and cities and relevant ministries, branches and agencies to postpone unnecessary meetings to focus on directing storm response; check and review storm prevention and control plans, especially "four on-site"; closely monitor the developments of storms and floods, increase information so that people know how to proactively prevent storms, synchronously deploy storm prevention and control measures to minimize damage. Localities at risk of being directly affected by storms and floods must immediately deploy measures to ensure construction safety, especially for dikes, dams, unfinished construction works, reservoirs at risk of being unsafe; direct and guide the bracing of houses, warehouses and works to limit damage; based on specific developments of the storm, proactively direct students to stay home from school to ensure safety; deploy solutions to prevent flooding in urban areas and protect agricultural production.

Coastal provinces and cities, in coordination with border guards and relevant units: Use all means and measures to inform ships at sea about the storm's developments, guide and call for safe shelter or escape from dangerous areas. Organize and guide the relocation and anchoring of ships (including tourist ships and transport ships), organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety. Based on the storm's developments and local realities, decide to ban ships from going to sea; for ships operating in the Gulf of Tonkin and the sea area from Quang Ninh to Nghe An, they must return to shore and anchor before 12:00 on September 16.

Review and proactively evacuate and relocate people in dangerous areas such as low-lying coastal areas, river mouths, on boats, rafts, aquaculture watchtowers, places that are likely to be deeply flooded and have a high risk of landslides. Evacuation of people in dangerous areas must be completed before 5:00 p.m. on September 16.

Midland and mountainous provinces: Focus on checking and reviewing areas at risk of landslides and flash floods to proactively evacuate and relocate to ensure safety; Assign guards and traffic guides in traffic areas at risk of deep flooding and rapid water flow, especially through culverts and spillways. The Ministry of Foreign Affairs continues to monitor and coordinate with agencies that have information on boats to proactively contact countries and territories to support fishermen to avoid storms.

Ministry of Transport: directs Coastal Information Stations to closely monitor the storm's developments to inform vessels operating at sea; organizes guidance on movement and safe anchoring for transport vessels (including large transport vessels and coastal vessels); directs the immediate implementation of measures to ensure safety for passengers and means of transport, especially in areas affected by the storm; prepares forces, means and materials to promptly overcome consequences and ensure smooth traffic.

The Ministry of Agriculture and Rural Development directs the implementation of measures to protect dikes, reservoirs and dams, arrange mooring for boats and ships, and implement measures to drain water to prevent flooding and protect production.

The Ministry of Industry and Trade directs relevant agencies to develop plans to ensure safety for people and equipment at oil and gas exploration and exploitation projects; safely operate hydroelectric reservoirs and power transmission systems; and ensure adequate food and food reserves to serve people when required, especially in areas at risk of being isolated.

The National Committee for Search and Rescue and the Ministry of National Defense direct border guards and coast guards to coordinate with relevant agencies and local authorities to continue to guide and call on ships to take shelter from the storm, especially those in dangerous areas; proactively arrange forces and means to be ready to assist people in evacuating and conducting search and rescue when requested.

The Ministry of Public Security directs local police forces to ensure security and order in disaster-affected areas, proactively prohibit vehicles from operating on the roads when storms make landfall if necessary, be ready to assist in evacuating people, coordinate rescue operations when requested; arrange forces to guard, control and guide traffic through flooded areas, especially through culverts, spillways and areas with rapid water flow.

The Ministry of Information and Communications directs, organizes and arranges fixed and mobile forces to be on duty in storm and flood areas to promptly handle and ensure smooth communication for storm and flood command and response in all situations.

The Ministry of Natural Resources and Environment directed the National Center for Hydro-Meteorological Forecasting to continue monitoring the storm's developments and regularly update information so that people can proactively prevent and avoid it.

Other ministries and branches: according to their functions and tasks, are responsible for directing, coordinating, and guiding localities to immediately deploy plans to cope with storm No. 3; at the same time, prepare necessary forces, means, and materials to cope with storms and floods.

Voice of Vietnam, Vietnam Television, Nhan Dan Newspaper, Vietnam News Agency and other central and local media agencies increase broadcasting time; regularly report changes in the direction and intensity of storms so that ministries, branches, localities and people know and proactively prevent them; further strengthen information and propaganda work to provide people with complete and timely information on natural disasters, proactively prevent them and minimize damage.

The Central Steering Committee for Flood and Storm Prevention organizes regular monitoring and synthesis of storm and flood developments, and urges ministries, branches and localities to implement measures to cope with storms and floods.

The Prime Minister sent a working delegation from the Central Steering Committee for Flood and Storm Prevention and Control and the National Committee for Search and Rescue to inspect, urge and direct the provinces of Quang Ninh and Hai Phong to respond to the storm./.
