Prime Minister's telegram on strengthening fire prevention and fighting work

The Prime Minister has just issued an official dispatch requesting ministries, branches and localities to strengthen fire prevention, fighting and rescue work.

In recent times, under the strong leadership and direction of the Government and the Prime Minister, and the participation of agencies, organizations and individuals, fire prevention, fire fighting and rescue work has achieved positive results; the effectiveness and efficiency of state management and inspection and examination of compliance with the law on fire prevention and fighting have been enhanced; the movement of all people participating in fire prevention and fighting has been promoted and developed extensively; the Fire Prevention and Fighting Police force has been gradually improved in terms of organization, apparatus and investment in facilities, equipment and means. Thereby, the work of fire prevention and safety has been enhanced, the fire and explosion situation has been controlled, contributing significantly to ensuring national security, maintaining social order and safety, effectively serving the cause of socio-economic development of the country.

However, in addition to the achieved results, fire prevention, fire fighting and rescue work still has some limitations, many large fires have occurred, causing serious damage to people and property, affecting security, order, production and business activities, investment environment and people's lives. The main reason is that some localities, agencies, organizations, enterprises and people have not fully recognized the meaning and importance of fire prevention and fighting work; propaganda, education and prevention on fire prevention and fighting have not been carried out regularly; inspection and supervision of compliance with the law on fire prevention and fighting have not been drastic and thorough, and have not resolutely requested organizations, enterprises and individuals to strictly implement the provisions of the law, and have not promptly overcome loopholes and shortcomings in fire prevention and fighting.

To proactively prevent and minimize fires and explosions, especially large fires and explosions that cause serious damage to the lives and property of the State and people, the Prime Minister requests ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities to effectively direct the implementation of the following urgent measures:

1.Ministry of Information and CommunicationsDirect the media to increase the time spent reporting, propagating, disseminating, and educating knowledge and laws on fire prevention and fighting, measures and solutions for escape, rescue, and measures to overcome violations of fire prevention and fighting so that organizations, businesses, and people know and voluntarily implement them. Publicly criticize irresponsible acts and serious violations of fire prevention and fighting by related establishments and individuals on the media for general prevention education.

2.Ministry of Public SecurityPreside over and coordinate with ministries, branches and People's Committees of provinces and centrally run cities to strengthen the direction of investigation and handling of violations of the law on fire prevention and fighting. For establishments that seriously violate the law, causing unsafe fire prevention and fighting, they must resolutely suspend or stop operations; fires and explosions that cause serious damage to people and property due to lack of responsibility and other violations with signs of crime must be prosecuted, investigated and strictly handled according to the provisions of law.

3.Establish interdisciplinary teamsThe delegation, led by leaders of ministries, branches and People's Committees at all levels, will conduct a comprehensive inspection of fire prevention and fighting at units and establishments. In particular, it will focus on key establishments with high risks of fire and explosion, such as: markets, shopping malls, large production establishments with high risks of fire and explosion and types of industries and business lines with conditions on security and order... The inspection process needs to focus on detecting loopholes, shortcomings, serious violations of fire prevention and fighting and their causes; at the same time, clarify the responsibilities of the heads of agencies, organizations and establishments in allowing violations to occur, resolutely requiring establishments to immediately correct existing shortcomings and shortcomings in fire prevention and fighting. For violations and problems that the establishments cannot overcome themselves, the Ministries, branches, and provincial People's Committees will focus on directing a complete resolution, then conduct a review and bring the fire prevention and fighting activities of agencies, organizations, enterprises, and establishments into order and regularly.

The general inspection period is from now until August 30, 2014. At the end of the general inspection, ministries, branches and localities shall report the results to the Prime Minister (through the Ministry of Public Security) before September 15, 2014.

4.Ministries, branches, People's Committees of provinces and centrally run citiesdirect agencies, organizations, units and facilities under their management to strengthen fire prevention and fighting. When a fire or explosion occurs, it is necessary to promptly mobilize forces and means, synchronously deploy measures, actively coordinate and closely cooperate with the Fire Prevention and Fighting Police force to minimize damage to people and property; promptly overcome the consequences, stabilize the situation, orient public opinion, and not let hostile forces and bad elements take advantage to sabotage. Heads of ministries, branches, and Chairmen of People's Committees of provinces and centrally run cities are responsible to the Prime Minister when major fires and explosions occur, causing serious damage to people and property.

5.Ministries, branches, People's Committees of provinces and centrally run citiesStrengthen resources to effectively implement the Prime Minister's Decision No. 1110/QD-TTg dated August 17, 2012 on approving the Master Plan for the Fire Prevention and Fighting Police Force's infrastructure system until 2020 and vision to 2030, and Decision No. 44/QD-TTg dated October 15, 2012 regulating the rescue work of the Fire Prevention and Fighting Force.

6.Ministry of Finance, Ministry of Planning and InvestmentClosely coordinate with the Ministry of Public Security to review and prioritize funding to increase investment in equipment for the Fire Prevention, Fire Fighting and Rescue Police force. People's Committees of provinces and centrally run cities focus on solving urban firefighting water sources; plan the development of the Fire Prevention and Fire Fighting Police team system, allocate land funds and budgets to build Fire Prevention, Fire Fighting and Rescue Police units in key economic regions and zones; promote socialization, support funding, equipment and means for the Fire Prevention, Fire Fighting and Rescue Police force to be capable of completing firefighting and rescue tasks in the locality, especially in key areas and facilities of fire and explosion.

The Ministry of Public Security shall preside over and coordinate with the Government Office and relevant agencies to inspect and urge the strict implementation of this Official Dispatch and report the results to the Prime Minister.
