Prime Minister's telegram urging the implementation of tasks after Tet

Prime Minister Nguyen Tan Dung has just sent an official dispatch to ministries, ministerial-level agencies, government agencies; and People's Committees of provinces and centrally-run cities on urging the implementation of tasks after the 2015 Lunar New Year holiday.

The content of the telegram is as follows: Before and during the Lunar New Year 2015, ministries, branches, localities, and the entire political system have seriously implemented the direction of the Secretariat, the Government, and the Prime Minister on preparing conditions to serve the people to celebrate the traditional New Year in a warm, joyful, healthy, safe, and more economical atmosphere.

The Party and State's policies and guidelines for people with meritorious services, policy families, people in remote, border, island, and particularly disadvantaged areas, poor households, etc. have been implemented promptly and practically; many organizations and individuals have made good gestures to help the poor, sick, and disadvantaged enjoy the Spring Festival and celebrate Tet; the Tet goods market is quite rich with stable prices, in which Vietnamese goods account for a high market share.

Information, propaganda, cultural, sports and tourism activities took place vibrantly and abundantly. People's health care and food safety were better ensured. Landscapes and environments in both urban and rural areas were improved, creating a more exciting, joyful and bustling atmosphere. Social order and safety, traffic safety were ensured. Political security, sovereignty, borders, airspace and sea areas were maintained.

The Prime Minister acknowledged, highly appreciated and commended the ministries, agencies, localities, and forces that closely coordinated and well organized the implementation of tasks during Tet, especially the officers and soldiers of the armed forces who day and night guarded to protect sovereignty at the border and islands, maintain security and order, and protect the peaceful and safe life of the people; the doctors, officers and medical staff who were on duty day and night to provide emergency care and treatment for patients; officers and workers working at many key projects...

However, although the number of traffic accidents and injuries during Tet decreased, the number of deaths increased; violations of traffic safety regulations occurred frequently; violations of social order and safety due to alcohol abuse still occurred in many places, especially in suburban and rural areas; illegal fireworks still occurred in some places; the implementation of civilized lifestyles and thrift at festivals and tourist areas was not strict in some places; smuggled and counterfeit goods were still circulating in the market during Tet; some financial and banking services were interrupted, affecting economic transactions, payment and currency exchange needs of businesses and international tourists.

The Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities, immediately after the Tet holiday, to urgently direct, resolutely and synchronously the tasks of 2015, effectively implement Resolution No. 01/NQ-CP dated January 3, 2015 of the Government on the main tasks and solutions to direct and implement the socio-economic development plan and the State budget estimate for 2015; Resolution No. 04/NQ-CP dated February 4, 2015 of the Government on the regular Government meeting in January 2015; to focus highly on implementing the tasks and work according to the proposed work program; at the same time, pay attention to implementing the following key tasks:

1. The Ministry of Agriculture and Rural Development coordinates with localities to focus on directing the taking advantage of favorable weather conditions to boost agricultural, forestry and fishery production; proactively prevent and control diseases in crops and livestock; ensure safety for fishermen exploiting seafood at sea; promote the tradition of tree planting during Tet, and effectively implement the 2015 forest planting plan.

2. The Ministry of Industry and Trade shall coordinate with relevant ministries and branches to direct the promotion of industrial production; ensure sufficient electricity demand, regulate water for electricity production combined with agricultural production; strengthen the fight against smuggling and counterfeit goods; continue to promote administrative procedure reform, promptly remove obstacles to promote exports.

3. The State Bank of Vietnam focuses on managing monetary and exchange rate policies, ensuring solid macroeconomic stability in 2015; directing the banking system to increase and ensure credit volume to serve the capital borrowing needs of enterprises for investment, production and business development.

4. The Ministry of Culture, Sports and Tourism and other ministries, branches and localities shall strictly implement Official Dispatch No. 229/CD-TTg dated February 12, 2015 of the Prime Minister on strengthening the management and organization of festivals; ensuring the organization of festivals economically, avoiding ostentation and waste; preserving and promoting national cultural identity; ensuring security and order, traffic safety, environmental sanitation, food safety and implementing civilized lifestyles at tourist areas and festivals; inspecting, detecting and strictly handling negative behaviors at festivals and tourist attractions.

Leaders of ministries, agencies and localities shall not attend festivals unless assigned by competent authorities. Officials and civil servants shall not attend festivals during working hours or use public vehicles to attend festivals, except in cases of performing duties according to assigned responsibilities and tasks.

5. The Ministry of Transport shall coordinate with localities to continue to strictly direct the implementation of Decree No. 86/2014/ND-CP dated September 10, 2014 of the Government on business and conditions for business of automobile transportation; strengthen measures to control vehicle load, resolutely and strictly punish violations; continue to seriously implement Official Dispatch No. 2620/CD-TTg dated December 19, 2014 of the Prime Minister on ensuring traffic order and safety during the 2015 Spring Festival; direct and inspect transport business units to ensure technical safety of vehicles, service quality, and serve people's travel needs during the festival season.

6. The Ministry of Health ensures human resources, medicines, equipment, means of medical examination and treatment to serve the people; strengthens the prevention of influenza, respiratory infections and measles vaccination; directs the work of ensuring food hygiene and safety, preventing food poisoning, and supervising food safety at tourist establishments and festivals.

7. The Ministry of Labor, Invalids and Social Affairs coordinates with localities to find solutions to ensure labor for production and business of enterprises, especially in industrial zones; grasp the situation of people's lives during the lean season to have timely relief measures.

8. The Ministry of Public Security directs the prevention, combat, and timely containment of all sabotage activities, ensuring political security and stability, focusing on strategic and key areas; continuing to implement plans to attack and suppress all types of crimes; implementing fire and explosion prevention measures, especially at places where Spring festivals are held; mobilizing forces to patrol, control, guide, and direct traffic, to prevent serious traffic jams on key routes; strengthening inspection and strict handling of acts of driving motorbikes without helmets, using alcohol, and carrying more people than the prescribed number, especially in rural areas.

9. The Ministry of National Defense shall strengthen the work of grasping the situation and coordinate with the Ministry of Foreign Affairs to proactively take measures to handle adverse developments related to sovereignty, national defense and security.

10. Ministries, agencies and localities must thoroughly instruct cadres, civil servants and public employees to strictly implement discipline, administrative discipline and labor discipline; promptly focus on resolving and handling work immediately in the working days after Tet to ensure quality and progress, especially work that is still pending or behind schedule due to Tet holiday, creating the most favorable conditions for production, business and investment activities of enterprises and people; do not organize spring outings and festivals that are excessive and wasteful, affecting work efficiency.

11. The Ministry of Information and Communications directs the promotion of information and propaganda work, creating a joyful and exciting atmosphere in labor and production right from the first days of the new year; encouraging the whole society to trust, be determined, join hands and unite to successfully carry out the socio-economic development tasks in 2015.

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Prime Minister for implementing the above tasks.

The Government Office monitors and advises on the review and assessment of the implementation of this Official Dispatch in conjunction with the review and assessment of the direction and administration work every month and in the first 6 months of 2015, and reports to the Government.
