The Prime Minister requested that localities proactively allocate sufficient resources, especially arranging and using civil servants in accordance with job position requirements.

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 168 dated September 21, 2025, sent to ministers, heads of ministerial-level agencies and chairmen of People's Committees of provinces and cities on strengthening the implementation of laws on decentralization, delegation of power, and division of authority when operating two-level local governments.

The dispatch clearly stated that, in recent times, ministries and ministerial-level agencies have been active, proactive, and promoted a sense of responsibility in advising and proposing tasks on decentralization, delegation of authority, and assignment of authority to remove difficulties and obstacles. The People's Committees at provincial and communal levels have been proactive, creative, and flexible in directing and operating, determined to organize and implement decentralized tasks, contributing to improving the effectiveness and efficiency of the operations of local governments at two levels.

To effectively carry out decentralized tasks, overcome difficulties and shortcomings, comprehensively strengthen the commune level, ensure the smooth and effective operation of the two-level local government according to the Conclusions of the Politburo, the Secretariat, the direction of General Secretary To Lam and Conclusion No. 192-KL/TW dated September 19, 2025, the Prime Minister requested ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and cities to focus on implementing key tasks.

Urgently review and improve laws and administrative procedures

Ministries and ministerial-level agencies must carefully review and evaluate the feasibility of implementing the tasks of decentralization, delegation of authority, and division of authority in management; propose appropriate solutions; continue to review the specialized legal system to supplement and complete decentralization and delegation of authority according to the motto "locality decides, locality acts, locality takes responsibility". At the same time, these units need to strengthen guidance and support for localities to improve their capacity to organize implementation. The deadline for completion is no later than October 30, 2025.

The Ministries of Science and Technology; Construction; Culture, Sports and Tourism; Finance; Health; Agriculture and Environment; and Industry and Trade have a large number of administrative procedures under their central authority (over 40%). They must urgently continue to review legal documents, promote decentralization and delegation of power, associated with cutting and simplifying administrative procedures, ensuring resources for local authorities to handle administrative procedures smoothly and effectively, reducing time and costs of compliance with administrative procedures for people and businesses. At the same time, the above ministries must develop tools to monitor, deploy, and control power when decentralizing and decentralizing power. The deadline for completion is October 2025.

Local authorities proactively arrange civil servants in the right job positions.

The People's Committees of provinces and centrally run cities shall assess the ability to implement the law on decentralization, delegation of power, and determination of authority at the local level to promptly adjust, guide, amend, or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Organization of the Government, the Law on Organization of Local Government, and the practical situation.

Localities need to proactively allocate sufficient resources, especially the arrangement and use of civil servants in accordance with job position requirements, ensuring effective implementation of assigned functions and tasks; at the same time, proactively implement effective decentralization, meeting the requirements of state management in the area. The completion deadline is October 2025.

The Government Office and the Ministry of Home Affairs are assigned to monitor and urge according to assigned functions and tasks; report to competent authorities on issues arising beyond their authority.
