The Prime Minister requested that localities proactively allocate sufficient resources, especially in assigning and utilizing civil servants in accordance with job requirements.

Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 168 dated September 21, 2025, addressed to ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and cities, regarding strengthening the implementation of laws on decentralization, delegation of power, and delineation of authority when operating two-tiered local governments.

The official dispatch stated that, in the past period, ministries and ministerial-level agencies have actively and proactively demonstrated a sense of responsibility in advising and proposing tasks related to decentralization, delegation of power, and delineation of authority to resolve difficulties and obstacles. Provincial and commune-level People's Committees have been proactive, creative, and flexible in directing and managing, determined to organize the implementation of delegated tasks, contributing to improving the effectiveness and efficiency of local government at both levels.

To effectively implement the delegated tasks, overcome obstacles and shortcomings, comprehensively strengthen the commune level, and ensure the smooth and efficient operation of the two-tiered local government system in accordance with the Conclusions of the Politburo and the Secretariat, the directives of General Secretary To Lam, and Conclusion No. 192-KL/TW dated September 19, 2025, the Prime Minister requests ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and cities to focus on implementing key tasks.

Urgently review and improve laws and administrative procedures.

Ministries and ministerial-level agencies should carefully review and assess the feasibility of implementing decentralization, delegation of power, and delineation of authority in management; propose appropriate solutions; and continue reviewing the specialized legal system to supplement and improve decentralization and delegation of power according to the principle of "local authorities decide, local authorities act, local authorities are responsible." At the same time, these units need to strengthen guidance and support for local authorities to improve their organizational capacity. The deadline for completion is no later than October 30, 2025.

The Ministries of Science and Technology; Construction; Culture, Sports and Tourism; Finance; Health; Agriculture and Environment; and Industry and Trade, which have a large number of administrative procedures under the central government's jurisdiction (over 40%), must urgently continue reviewing legal documents, promoting decentralization and delegation of power, coupled with the reduction and simplification of administrative procedures, ensuring resources for local governments to handle administrative procedures smoothly and efficiently, and reducing the time and cost of compliance for citizens and businesses. At the same time, these ministries must develop tools to monitor, implement, and control power when decentralizing and delegating power. The deadline for completion is October 2025.

Local authorities proactively assign civil servants to the correct job positions.

The People's Committees of provinces and centrally-administered cities shall assess the feasibility of implementing laws on decentralization, delegation of power, and delineation of authority at the local level in order to promptly adjust, guide, amend, or propose to competent authorities the amendment or promulgation of new documents in accordance with the roadmap and requirements of the Law on Government Organization, the Law on Organization of Local Government, and the practical situation.

Local authorities need to proactively allocate sufficient resources, especially in assigning and utilizing civil servants appropriately to job requirements, ensuring the effective performance of assigned functions and tasks; at the same time, they should proactively implement effective decentralization to meet the requirements of state management in their localities. The deadline for completion is October 2025.

The Government Office and the Ministry of Interior are tasked with monitoring and urging compliance according to their assigned functions and duties; and reporting to competent authorities on any issues arising that exceed their authority.
