Nghe An: Training on organizing local government at two levels for officials and civil servants of communes
On the morning of September 18, at Quynh Luu commune, Nghe An Department of Home Affairs organized a training course on local government organization, government mass mobilization, youth, gender equality, activities for women's advancement and some new regulations of the Law on Cadres and Civil Servants 2025, the field of meritorious people for the team of cadres and civil servants at the commune level.

Participating and directly teaching the training course were comrade Vu Xuan Thanh - Deputy Director of the Institute of State Organization and Labor Science - Ministry of Home Affairs; leaders and specialized departments of the Department of Home Affairs.
150 trainees are officials and civil servants of 27 communes: Quynh Luu, Quynh Van, Quynh Anh, Quynh Tam, Quynh Phu, Quynh Son, Quynh Thang, Yen Thanh, Quan Thanh, Hop Minh, Van Tu, Van Du, Quang Dong, Giai Lac, Binh Minh, Dong Thanh, Hoang Mai, Tan Mai, Quynh Mai, Dien Chau, Quang Chau, Hai Chau, Tan Chau, An Chau, Minh Chau, Hung Chau participated in the training.
Speaking at the opening of the training course, Ms. Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs said: After more than 1.5 months of implementing and operating the 2-level local government, the communes and wards in the province have been put into operation to ensure smooth operation. The communes and wards have promoted initiative, flexibility and creativity in organizing and implementing tasks according to their authority.

However, initial practice shows that the implementation of the two-level government is also facing many difficulties and obstacles: The workload at the provincial and communal levels has increased dramatically while human and material conditions have not met the requirements. Many urgent tasks that need to be completed in a short time have caused many difficulties and great pressure on agencies and units.
The problem of local surplus and shortage of cadres and civil servants in communes; some communes have not arranged enough leadership and management positions; in some areas there is a shortage of cadres and civil servants with appropriate professional qualifications; new issues in the implementation of the Law on Organization of Local Government, Law on Civil Servants... still face many difficulties.
Therefore, this training program will guide localities on some urgent contents in local government organization, deploy new points in the system of related documents to support communes and wards to quickly adapt to the requirements of organization and operation of the new local government.
The training course is also a forum for grassroots officials and civil servants to share experiences and reflect on difficulties and obstacles in implementing two-level local government.

The training course was held over 2 days, September 18 and 19, 2025, focusing on the following contents: Implementing some new points of the Law on Organization of Local Government; Organizing local government at 2 levels; Solving difficulties and problems in the process of operating local government at the commune level.
