Nghe An: Training on the organization of local government at two levels for officials and civil servants in communes.
On the morning of September 18th, in Quynh Luu commune, the Nghe An Department of Internal Affairs organized a training course on local government organization, government-led public relations, youth, gender equality, activities for the advancement of women, and some new regulations of the 2025 Law on Cadres and Civil Servants, and the field of beneficiaries of preferential policies for commune-level cadres and civil servants.

Participating in and directly teaching the training course were Comrade Vu Xuan Thanh - Deputy Director of the Institute of State Organization and Labor Science - Ministry of Interior; and leaders and specialized departments of the Department of Interior.
150 trainees, all officials and civil servants from 27 communes: Quỳnh Lưu, Quỳnh Văn, Quỳnh Anh, Quỳnh Tam, Quỳnh Phú, Quỳnh Sơn, Quỳnh Thắng, Yên Thành, Quan Thành, Hợp Minh, Vân Tụ, Vân Du, Quang Đồng, Giai Lạc, Bình Minh, Đồng Thành, Hoàng Mai, Tân Mai, Quỳnh Mai, Diễn Châu, Quảng Châu, Hải Châu, Tân Châu, An Châu, Minh Châu, and Hùng Châu, participated in the training.
In her opening remarks at the training course, Ms. Nguyen Thi Mai Thuong, Deputy Director of the Department of Internal Affairs, stated: After more than a month and a half of implementing and operating the two-tiered local government system, the communes and wards in the province have been functioning smoothly. The communes and wards have demonstrated initiative, flexibility, and creativity in organizing and implementing tasks within their authority.

However, initial practice shows that the implementation of the two-tiered government system is also facing many difficulties and obstacles: The workload at the provincial and commune levels has increased dramatically while human and material resources are not yet sufficient. Many urgent tasks that need to be completed within a short time have created significant difficulties and pressure on agencies and units.
The issues include localized shortages and surpluses of officials and civil servants in communes; some communes have not yet filled all leadership and management positions; some sectors lack officials and civil servants with appropriate professional qualifications; and new issues in the implementation of the Law on Organization of Local Government, the Law on Civil Servants, etc., still face many difficulties.
Therefore, this training program will guide localities on some urgent issues in the organization of local government, and implement new points in the system of related documents to support communes and wards in quickly adapting to the requirements of the new local government organization and operation.
The training course also serves as a forum for grassroots officials and civil servants to share experiences and report on difficulties and obstacles encountered in implementing the two-tiered local government system.
