By 2030, Quynh Luu strives to be in the top 5 most developed communes of the province.

The new Quynh Luu commune was established on the basis of merging the entire administrative boundaries and population of the old communes of Quynh Giang, Quynh Dien, Quynh Hau, Binh Son and Cau Giat town. In the past term, despite many difficulties, the Party Committees of the communes before merging into Quynh Luu commune made efforts to overcome difficulties, focusing on leading the successful implementation of the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term.

In 2025, the total value of the commune's products is estimated to reach more than 3,637 billion VND, an increase of 56.42% compared to 2020; the average economic growth rate over the past 5 years is 9.14%. The structure of the commune's economic sectors has shifted in the right direction, increasing the proportion of industry - construction and services, gradually reducing the proportion of agriculture. Average income per capita reached 77.85 million VND, an increase of 32.4 million VND compared to the beginning of the term. Total social development investment capital reached 1,500 billion VND, an average annual growth of 11.95%. State budget revenue assigned in 2025 is estimated at 130.2 billion VND, an increase of 32.6% compared to the plan.

Traffic infrastructure has been invested, many inter-village and inter-commune roads have been upgraded, facilitating travel and trade. Schools and medical stations have been built with attention, gradually reaching new standards. Along with that, a number of large private medical facilities have been invested in and built in the area (Minh An General Hospital, Quang Thanh General Hospital, Quang Minh Clinic), contributing to helping the commune meet the standards of the National Health Criteria. National target programs on new rural construction and sustainable poverty reduction have been effectively implemented. Up to now, 100% of communes (old) have met new rural standards, of which Quynh Hau commune (old) has met advanced new rural standards, contributing to creating positive changes in socio-economic development, improving the material and spiritual life of the people.

The cultural and social fields have also achieved many important results, in which the quality of education has been improved; social security has been given attention; people's lives have been increasingly improved. National defense and security have been maintained. The work of building the Party and the political system has had many innovations; emulation movements and campaigns have achieved many results.

With the motto "Solidarity - Democracy - Discipline - Innovation - Development", in the 2025 - 2030 term, the Party Committee, government and people of the commune continue to unite, exploit potentials and advantages to attract investment, develop the economy quickly and sustainably, with a synchronous infrastructure system; the material and spiritual life of the people is improved; cultural and historical values ​​are preserved and promoted; national defense and security are ensured; striving by 2030, Quynh Luu is in the top 5 most developed communes of the province.

Speaking at the Congress, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the achievements that the Party Committee, government and people of Quynh Luu commune have achieved in the past term.

To successfully achieve the goal of "Comprehensive innovation, breakthrough development, striving to build a civilized and modern Quynh Luu commune", the Vice Chairman of the Provincial People's Committee requested the Standing Committee and the Party Executive Committee of Quynh Luu commune to continue to closely follow and realize the development goals according to the orientation of the Provincial Party Committee and the plans approved by competent authorities. Focus on reviewing, arranging and assigning cadres to ensure sufficient positions, meeting the quality requirements of political qualities and professional capacity, in order to meet current requirements and long-term vision, commensurate with the new stature and position of the commune.

The commune needs to focus on implementing well the work of land management, master planning management associated with long-term development orientation; must build and implement reasonable land use space planning, effectively exploit the available potentials of the locality in agriculture, aquaculture, trade, services and industry. Take advantage of all resources to create high consensus in building synchronized and modernized technical and social infrastructure (developing traffic networks, infrastructure of industrial parks, industrial clusters, urban areas, residential areas, commercial networks in a modern direction), prioritize the application of high technology and digital transformation in urban management and public service provision.

The Party Committee of Quynh Luu commune needs to lead economic development in the direction of: Green economy - Innovation - Creativity - Digital transformation with modern technology infrastructure. Focus on effectively building digital government - smart public services; orderly, safe and smart traffic; digital hospitals and schools...; creating a convenient, safe and sustainable living environment. Focus on building Quynh Luu commune into an important part of the space of the North Central region in terms of education and training, health, science and technology, physical education, sports... in the spirit of Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. Strengthen national defense and security associated with the key task of maintaining security and order in the area. Step up the building and rectification of the Party and the political system of the commune to be strong, streamlined, and operate effectively, efficiently, and quickly meet the requirements and major tasks of the two-level local government.

The Congress announced the Decision of the Provincial Party Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Quynh Luu Commune Party Committee for the 2025-2030 term and voted to approve the Congress Resolution.
