Prime Minister's telegram on the implementation of the Law on Health Insurance (amended and supplemented)
The Prime Minister has just issued an Official Dispatch on the implementation of the Law amending and supplementing a number of articles of the Law on Health Insurance.
The contents of the Telegram are as follows:
The Law amending and supplementing a number of articles of the Law on Health Insurance (HI) was passed by the 13th National Assembly and took effect from January 1, 2015.

In order to ensure the timely, consistent and correct implementation of the Law on Amending and Supplementing a Number of Articles of the Law on Health Insurance, without affecting people's participation in health insurance, as well as ensuring the organization of health examination and treatment under health insurance from January 1, 2015, the Prime Minister requests:
1. People's Committees of provinces and centrally-run cities:
Focus on directing and organizing the full implementation of the provisions of the Law amending and supplementing a number of articles of the Law on Health Insurance, paying attention to directing the preparation of a list of health insurance participants according to the provisions of the Law; directing medical examination and treatment facilities in the area to properly implement the regulations on health insurance examination and treatment, ensuring the rights of health insurance card holders; proactively and promptly resolving difficulties and problems arising during the implementation process; especially localities with a low health insurance coverage rate of less than 60% of the population need to have drastic measures to propagate and encourage people to participate in increasing the rate; directing functional branches to develop a plan to organize the implementation of the Law amending and supplementing a number of articles of the Law on Health Insurance in the locality.
2. The Ministry of Health shall preside over and coordinate with relevant ministries, branches and Vietnam Social Security to guide, urge, monitor, inspect and report to the Prime Minister on the implementation of the Law on Health Insurance nationwide.
3. The Ministry of Information and Communications, People's Committees of provinces and centrally run cities closely coordinate with the Ministry of Health to direct press agencies to do a good job of propaganda; together with Vietnam Television, Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper to proactively propagate and promptly inform about the new contents of the Law amending and supplementing a number of articles of the Law on Health Insurance and guiding documents so that people know and proactively participate in health insurance.
4. Vietnam Social Security shall preside over and coordinate with relevant ministries, branches and localities to organize the implementation of the Law on Health Insurance and guiding documents of the Ministry and the Government; ensuring the participation and rights of the people to medical examination and treatment.
5 Ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities urge the implementation of Decision No. 2028/QD-TTg dated November 10, 2014 of the Prime Minister on promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Health Insurance at their agencies and localities./.
