Prime Minister's telegram on the management and use of fireworks

The Prime Minister has issued a telegram requesting ministries, branches and localities to strengthen the implementation of regulations on the management and use of fireworks, in order to resolutely prevent the recurrence of production and to minimize the illegal trading, transportation, storage and use of fireworks, especially during the 2013 Lunar New Year.

In 2012, the Government strongly directed the implementation of Decree 36/2009/ND-CP (Decree 36) on the management and use of fireworks, so the number of fireworks violations decreased significantly compared to the previous year.

However, during the 2012 Lunar New Year, violations of firecrackers remained complicated, with many localities still allowing illegal production, trading, transportation, storage and use of firecrackers, especially in the northern border provinces, coastal areas and the Red River Delta.

From February 2011 to August 2012, the authorities discovered and arrested 1,605 cases, 2,173 subjects, confiscated 27,558 kg of firecrackers, prosecuted 296 cases, 350 subjects for the crimes of illegal production, trading, transportation, storage and use of firecrackers (only in the 6 days of Tet from 28th to 4th, mobilized people to collect 2,016 kg of firecrackers, discovered and arrested 184 cases, 213 subjects, confiscated 174 kg of firecrackers).

Through the investigation of firecracker trafficking and transportation cases, the authorities have determined that the amount of firecrackers smuggled into Vietnam mainly originates from foreign countries. The main reason for the above violations is that some localities have a subjective mindset, have not resolutely directed, urged, inspected and strictly handled violations, especially some places have lax management, allowing illegal firecracker reproduction to occur.

In recent years, the illegal production, trade, transportation, storage and use of fireworks often become more complicated in the last months of the year.

If violations of fireworks are not thoroughly handled, the Chairman of the Provincial and Municipal People's Committee will be responsible before the Government.

In the recently issued Official Dispatch No. 1878/CD-TTg, the Prime Minister requested authorities at all levels, especially at the commune and ward levels, to strengthen coordination with the Fatherland Front and local mass organizations to promote propaganda and mobilize people; organize the signing of commitments to strictly implement regulations on prohibiting the production, trade, transportation, storage and use of illegal fireworks; and direct functional forces to regularly inspect and control to promptly detect, prevent and strictly handle violations.

The Prime Minister stated that any locality that loosens its direction and fails to resolutely prevent and thoroughly handle violations related to fireworks must be held responsible before the Government by the Chairman of the People's Committee of the province or centrally-run city.

The Prime Minister also requested the Ministries of Public Security, National Defense, Industry and Trade, and Finance to direct functional forces to strengthen patrols and controls in key areas and routes, especially border areas, border gates, railway stations, bus stations, ports, warehouses, yards and means of transport to promptly detect and prevent acts of illegal production, trade, transportation, storage and use of fireworks; especially the smuggling of fireworks from abroad into Vietnam and domestic production.

The Ministry of Public Security coordinates with the Supreme People's Procuracy and the Supreme People's Court to guide all levels to strictly handle violations related to fireworks.

Take fireworks display seriously

The Prime Minister also requested the Ministry of Culture, Sports and Tourism to coordinate with the Ministry of National Defense, the Ministry of Public Security and People's Committees of provinces and centrally run cities to strictly organize fireworks displays according to the provisions of Decree 36.

The Ministry of Education and Training and the Central Committee of the Ho Chi Minh Communist Youth Union organize propaganda and dissemination for teachers, students, and union members to know and strictly implement Decree 36; direct schools to have students sign a commitment not to produce, trade, transport, store, or use illegal fireworks.
