Prime Minister's telegram on immediately handling difficulties and bottlenecks in public investment disbursement
The Government Office has just issued Official Dispatch No. 7776/CD-VPCP dated October 25, 2021 to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities on promoting disbursement of public investment capital in 2021.

Currently, the Covid-19 epidemic situation in our country has been basically controlled nationwide. Localities are actively implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on promulgating temporary regulations on "Safe, flexible adaptation, effective control of Covid-19 epidemic".
However, the socio-economic situation is forecasted to face many difficulties and challenges from now until the end of 2021, requiring all levels and sectors to be determined and make efforts to achieve the highest socio-economic development goals and targets. The 4th Central Conference (13th tenure) identified one of the key tasks and solutions in the last months of 2021 as drastically directing the acceleration of public investment disbursement.
It is estimated that by the end of October 2021, the disbursement of public investment capital is expected to reach only about 55.8% of the 2021 plan assigned by the Prime Minister, lower than the same period in 2020 (67.2%). In order to strive to achieve the highest disbursement rate of public investment capital in 2021, Deputy Prime Minister Le Minh Khai requested the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities:
1. Focus on directing the serious, drastic and effective implementation of the Government's Resolutions: No. 01/NQ-CP dated January 1, 2021, No. 45/NQ-CP dated April 5, 2021, No. 63/NQ-CP dated June 29, 2021; Resolutions of regular Government meetings; Official Dispatch No. 1082/CD-TTg dated August 16, 2021 of the Prime Minister, Notice No. 262/TB-VPCP dated October 5, 2021 of the Government Office and directions of Government leaders on promoting disbursement of public investment capital in 2021; identifying disbursement of public investment capital as one of the key and most important tasks in the last months of 2021.
2. Further promote the sense of responsibility and the role of leaders in leadership, direction, supervision and inspection; promptly review and immediately handle difficulties, obstacles and bottlenecks in public investment disbursement at ministries, agencies and localities; promoting disbursement must go hand in hand with ensuring project quality, strengthening discipline and order, and combating negativity and waste.
3. Take full responsibility before the Government and the Prime Minister for the results of public investment disbursement of ministries, agencies and localities under their management./.
