Prime Minister's urgent dispatch on ensuring traffic order and safety

On June 7, 2012, the Prime Minister sent an urgent dispatch to the Central Party Office; Office of the President; Office of the National Assembly; Vietnam News Agency; Vietnam Television; Voice of Vietnam; Ministries of Public Security, Transport, Information and Communications; People's Committees of provinces and centrally run cities on strengthening the implementation of tasks and solutions to ensure traffic order and safety.

The contents of the Telegram are as follows:


In the first five months of 2012, all levels, sectors and localities have actively implemented the work of ensuring traffic order and safety, so the traffic accident situation has changed in a positive direction, traffic accidents have decreased in all three criteria (number of cases, number of deaths and number of injuries) compared to the same period in 2011. However, in recent days, the traffic accident situation across the country has had complicated developments, with many serious and especially serious accidents occurring on roads and railways.


In the face of the above situation, to continue effectively implementing the task of curbing and reducing traffic accidents, the Prime Minister requested ministries, branches and local authorities at all levels to continue to strengthen the direction of drastic implementation of the tasks and solutions stated in Resolution No. 88/NQ-CP dated August 24, 2011 of the Government, and at the same time direct the implementation of the following urgent tasks:


1. People's Committees of provinces and centrally-run cities


- Direct local functional forces to increase patrols and controls, maintain regular forces on key routes, and ensure 24/7 on-duty personnel;

- Coordinate with the railway industry to immediately deploy measures to ensure traffic safety at railway crossings;

- Direct the Traffic Inspectorate to coordinate with the police forces and local authorities to strengthen inspection and handling of violations with high potential risks of causing traffic accidents such as: driving vehicles at a speed exceeding the prescribed speed limit; carrying oversized or overloaded goods of the vehicle or road; carrying more people than the prescribed number; picking up or dropping off passengers at the wrong place; unqualified transport activities; driving cars under the influence of alcohol; not complying with regulations on ensuring traffic safety when constructing works on roads in operation.


2. Ministry of Public Security


- Direct the Traffic Police, Mobile Police, Administrative Police for Social Order and other forces to mobilize human resources, increase equipment to organize peak periods of patrolling, controlling, and strictly handling vehicle drivers who violate the provisions of law on ensuring traffic order and safety.


3. Ministry of Transport


- Direct transport business units to take measures to maintain maintenance and repair regimes to ensure good vehicle condition. Strictly prohibit the pursuit of profit by putting unsafe vehicles into use.

- Directing functional forces to strengthen inspection and supervision of transport businesses in complying with legal regulations on transport activities and ensuring traffic order and safety; especially regulations on vehicle safety, driving time, no alcohol use, carrying the correct load, the correct number of people... Immediately suspend operations at the station of vehicles and drivers that do not meet the prescribed transport safety conditions.

- Direct traffic infrastructure management units to strengthen maintenance and repair work; regularly review and promptly supplement warning devices to ensure traffic safety, ensuring smooth and safe traffic;

4. The Ministry of Information and Communications focuses on directing mass media agencies to promote propaganda work according to Official Dispatch No. 655/CD-TTg dated May 17, 2012 of the Prime Minister on strengthening propaganda, dissemination and education of laws on traffic safety and order./.
