Urgent telegram of the Provincial People's Committee on responding to storm No. 3

Storm No. 3 (international name Kalmaegi) is continuing to strengthen, with the strongest winds near the storm center at level 12, level 13, gusting to level 15, level 16, and moving rapidly toward our mainland; on the day and night of September 16, the storm will directly affect the Gulf of Tonkin and coastal provinces from Quang Ninh to Nghe An with the strongest winds near the storm center at level 11, level 12, gusting to level 13, level 14, accompanied by widespread heavy rain. This is a strong storm, moving very quickly, the storm's developments are still complicated, it is necessary to closely monitor the storm's developments and take precautions against making landfall earlier than forecast.
To proactively respond to storm No. 3, the Chairman of the People's Committee - Head of the Provincial Flood and Storm Prevention and Search and Rescue Command requested the Chairman of the People's Committee, Head of the Flood and Storm Prevention and Search and Rescue Command of districts, cities and towns; the Provincial Military Command, the Provincial Border Guard Command; Directors of Departments; Heads of relevant Departments and Branches, Directors of Irrigation Companies, Directors of Hydropower Companies in the province to urgently carry out the following tasks:
1.Strictly implement the contents of Official Dispatch No. 03, No. 04/CD-BCH PCLB&TKCN of the province, dated September 15, 2014 of the Provincial Command Committee for PCLB - TKCN, Official Dispatch No. 1762/CD-TTg dated September 15, 2014 of the Prime Minister.
2.Use all means and measures to inform ships at sea about the storm's developments, guide and call on ships to return to safe shelters or escape from dangerous areas. Provide guidance on anchoring ships at shelters (including tourist ships and transport ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety.
3.All ships and means of transport are prohibited from going to sea. Ships operating at sea must return to shore and anchor before 12:00 on September 16, 2014.
4.Urgently direct people to quickly harvest Summer-Autumn rice and other crops with the motto "green at home is better than ripe in the fields"; direct businesses and aquaculture households to proactively harvest before storms and at the same time take measures to protect cages, rafts and aquaculture areas that are not yet ready for harvest.
5.The Steering Committees for Flood and Storm Prevention and Control of districts, cities and towns shall inspect, review and have plans to evacuate and relocate people in dangerous areas such as low-lying coastal areas, river mouths, on boats, rafts, aquaculture and areas along streams at risk of landslides, flash floods, downstream areas of reservoirs, etc.
6.Check locations that are often flooded at culverts, spillways, ferry piers, streams, assign guards, put up warning signs, and set up checkpoints to prevent people and vehicles from passing through during floods.
7. Inspect and urge investors and contractors to take measures to ensure safety for projects under construction, especially reservoir projects, projects related to dike safety and flood and storm prevention. Direct reservoir owners to organize shifts, monitor water levels and flow to the reservoir, patrol, guard, and prepare forces, materials, and means to handle the first hour when a situation occurs.
8.Check the safety and operation of works in irrigation systems, proactively drain water in a timely manner suitable to the situation of each locality.
9.The North Central Hydrometeorological Station, Ban Ve Hydropower Company, Vietnam Electricity Development Joint Stock Company (Khe Bo Hydropower Plant) provide full information on monitoring data, forecasting hydrology, rain and floods in the Ca River basin in a timely manner to the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control to advise and direct the operation of hydropower reservoirs in the Ca River basin in accordance with the provisions of Decision No. 1337/QD-TTg dated August 11, 2014 of the Prime Minister.
10.The Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control shall organize regular duty and closely monitor the developments of rain and floods; advise the Provincial People's Committee and the Provincial Steering Committee for Flood and Storm Prevention and Control to decide on the regulation plan and issue orders to operate Ban Ve and Khe Bo hydropower reservoirs according to regulations.
11.Radio and television stations, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, regularly report on storm and flood developments so that units, localities and people know and proactively prevent.
12.Members of the Provincial Steering Committee for Flood and Storm Prevention and Control, according to their assigned tasks, proactively grasp the situation and go to the localities to inspect, urge and direct the implementation of response work to storms and floods.
13.The Provincial Military Command and the Provincial Border Guard Command maintain rescue forces and vehicles to be ready to respond when requested.
14.On duty 24/7 to monitor the storm's developments, proactively direct and respond to any bad situations that may occur. Regularly report to the Provincial People's Committee through the Standing Office of the Provincial Flood and Storm Prevention and Search and Rescue Command for timely handling./.
