To quickly overcome the consequences of the floods in the past few days, proactively respond to storm No. 7, and limit damage to people and property, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT-TKCN) requests the Chairman of the People's Committee - Head of the PCTT-TKCN Steering Committee of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command; Directors of departments, heads of provincial-level departments and branches; Directors of irrigation and hydropower companies in the province and related units to urgently carry out a number of tasks:

The heavily flooded districts of Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc, Dien Chau, Yen Thanh, and Vinh city urgently overcame the consequences of the recent flood immediately after the flood receded, organized visits and encouraged families with deceased people, provided food and necessities, and prevented people from going hungry or cold; organized environmental cleaning and disinfection, proactively instructed people to treat domestic water to ensure hygiene, and prevent disease outbreaks caused by floods; organized cleaning of schools to bring students back to school soon, repaired infrastructure works for healthcare, education, transportation, irrigation, electricity, and restored production, etc.

To prepare for storm No. 7, the People's Committees of districts, cities and towns are required to notify owners of vehicles and boats operating at sea of ​​the location and direction of the storm so that they can proactively avoid, escape or not enter dangerous areas. Count and closely manage the activities of vessels, including transport vessels and tourist vessels; maintain regular communication with vessel owners to promptly handle possible bad situations. Prohibit all types of vessels and means of transport from going to sea. Review aquaculture areas and residential areas in low-lying areas at risk of flooding, landslides along rivers, streams, and coastal areas, and unsafe constructions to be ready to evacuate to safe places. Direct the bracing of houses, warehouses, agency headquarters, and schools; prune tree branches and proactively implement plans to ensure the safety of mineral exploitation mines, ports, and tourist areas. Organize reservoir safety inspections, based on actual conditions to operate flood prevention water discharge, ensure dam safety and downstream of irrigation and hydroelectric reservoirs, especially reservoirs that are full or nearly full of water, and critical dams. Check areas at risk of landslides, flash floods, low-lying areas, and flooding, and be ready to evacuate people from dangerous areas to ensure safety.

The Department of Agriculture and Rural Development directs localities in areas at risk of being affected by storms to harvest ripe winter-spring rice with the motto "green at home is better than ripe in the fields"; proactively implement plans to protect winter-spring crop areas that have been planted; prepare technical solutions and reserve seeds for agricultural production to promptly overcome the consequences of floods; proactively review, inspect, and operate to ensure the safety of dykes, dams, and irrigation systems;

The Department of Health directs grassroots medical forces and related units to provide adequate medicine for disease treatment and prevention, and provide guidance on environmental sanitation to prevent disease outbreaks among people and livestock;

The Department of Education and Training, depending on the specific developments of storms and floods, decides to let students stay home from school to ensure safety.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively reviewed plans, directed the readiness of forces and means to support people in harvesting rice and crops; coordinated with local authorities to deploy plans to evacuate people, rescue and search and rescue when required.

The Department of Transport directs the work of ensuring the safety of transport vessels, inspecting the anchoring of vessels to ensure safety, avoiding broken anchor lines and collisions; inspecting and arranging forces and means in key areas at risk of landslides and flooding to promptly handle incidents to ensure traffic on roads, railways, waterways and airways.

The Department of Industry and Trade directs the review and development of plans to ensure the power system, maintain power sources for production and people's lives; develop plans to ensure necessities for areas at risk of being affected; proactively implement plans to ensure the safety of mineral mines, hydroelectric reservoirs, and large industrial facilities.

The Department of Construction directs and guides the assurance of safety for people and property at construction sites, dilapidated apartment buildings, tower cranes, and unfinished high-rise buildings.

The Department of Information and Communications directs its subordinate units to reinforce and brace antenna poles to ensure safety when storms make landfall; prepare plans to ensure information and communication to serve the direction and command of storm and flood response.

Other departments, branches and sectors, according to their functions and tasks, continue to direct, coordinate and guide localities to be ready and proactively respond to storms and floods; prepare necessary forces, means and materials to respond and overcome consequences.

The North Central Hydrometeorological Station closely monitors the developments of storms and floods, and promptly directs response and recovery work to inform people so they can proactively prevent and avoid them.

The Provincial Radio and Television Station, Nghe An Newspaper and mass media agencies increase the frequency and duration of broadcasting, provide full and timely information on storms, floods, and response and recovery work for people to grasp in order to proactively prevent, respond and minimize damage.
