(Baonghean.vn) - On the morning of September 1, the People's Committee of Nghe An province issued urgent dispatch No. 17/CD.UBND (at 7:00 a.m., September 1, 2018) on flood recovery work in some districts and towns.

Heavy rain combined with floods from Laos was large and very fast. The water flow into Ban Ve Lake was the largest at 11:15 on August 31 with a flow of 4,263 m3/s. Hydroelectric reservoirs on the Ca River were full of water due to the impact of storm No. 4, so they had to discharge water to the reservoir according to the process to ensure the safety of the project, causing a major flood, especially in the districts upstream of the Ca River such as Ky Son, Tuong Duong, Con Cuong, Anh Son,...

Currently, the water level in the upper reaches of the Ca River has decreased, the flow to Ban Ve Lake is still at 2,200 to 2,400 m3/s; the water level in the lower reaches of the Ca River is rising slowly, and is forecasted to peak at Nam Dan 0.9m below alarm level II.

To focus on quickly overcoming the consequences, soon stabilizing people's lives and production, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests the Chairman of the People's Committee - Head of the Steering Committee for Disaster Prevention and Search and Rescue of districts, cities, towns, the Provincial Military Command, the Provincial Border Guard Command, Directors of provincial Departments, Boards, Branches, Directors of Irrigation, Electricity and Hydropower Companies in the province and related units to urgently perform the following tasks:

1. Continue to strictly implement Official Dispatch No. 1127/CD-TTg dated August 31, 2018 of the Prime Minister; Official Dispatches No. 15/CD-UBND dated August 30, 2018, No. 16 dated August 31, 2018 of the Provincial People's Committee on flood response on the Ca River.

2. Chairman of People's Committee of districts, cities and towns:

- Directing urgent measures to overcome the consequences of the flood. Organizing visits, encouragement, and support for affected families, families with meritorious services, and single-parent families. Arranging temporary accommodation for households that have lost their homes or had to relocate. Organizing emergency relief of food, necessities, medicine, and household items for people in isolated areas; paying special attention to families whose houses have been washed away, collapsed, or relocated due to landslides, etc., not allowing people to go hungry or have no place to live.

- Mobilize local forces and means to help people overcome the consequences and repair their houses; carry out clean-up and environmental sanitation activities; organize disinfection, sterilization, and disease prevention to prevent outbreaks and spread.

- Organize production restoration; guide people in taking care of crops, arrange suitable varieties to replant lost areas.

- Arrange forces to control and guide traffic in landslide areas, underground areas, overflow areas, deep flooded areas... to ensure safety; do not let people collect firewood or fish on the river during floods, carelessly causing unfortunate accidents.

- Repair damaged infrastructure works such as: traffic works, irrigation works, electricity systems, healthcare, domestic water supply works and other essential infrastructure to soon stabilize people's lives; focus on mobilizing forces to repair and clean schools; support books and teaching aids so that schools can promptly start the new school year as planned.

- Deploy assessment and statistics of damage to proactively support and overcome consequences and report to relevant agencies according to regulations.

3. Members of the Provincial Steering Committee for Disaster Prevention and Control, according to assigned tasks, continue to go to key areas to direct response and overcoming the consequences of storms and floods.

4. The Departments of Agriculture and Rural Development, Transport, Industry and Trade, Construction, Finance, Planning and Investment, Education and Training, Health, Labor, War Invalids and Social Affairs, Natural Resources and Environment, Nghe An Electricity, and related Departments, Boards and sectors, according to their functions and tasks, focus on directing, guiding and supporting localities to quickly overcome the consequences, soon stabilize people's lives, production and living and education for students.

5. The Provincial Military Command, the Provincial Border Guard Command; and the Provincial Police continue to maintain forces ready for rescue, search and rescue, and organize relief when requested.

6. Provincial Radio and Television Station, Nghe An Newspaper and mass media actively propagate about overcoming the consequences of storms and floods.

7. Be on duty 24/7, regularly report the results of overcoming damage caused by storms and floods to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue for timely handling./.
