On the morning of September 21, the Office of the Central Steering Committee for Flood and Storm Prevention - Office of the National Committee for Search and Rescue issued urgent dispatch No. 67 to the Steering Committee for Flood and Storm Prevention and Search and Rescue of coastal provinces and cities of Quang Ninh from Phu Yen; provinces and cities in the mountainous and midland regions of the North. The Steering Committee for Flood and Storm Prevention and Search and Rescue reported to the Ministries; National Defense, Foreign Affairs, Transport, Public Security, Industry and Trade, Agriculture and Rural Development, and Vietnam Electricity Group.
According to the National Center for Hydro-Meteorological Forecasting, a very strong storm is currently active in the North-Northeast of Lao Lu Dong (Philippines) and has the international name USAGI. At noon on September 21, storm USAGI will enter the North East Sea, the strongest wind near the storm center is level 16, level 17, gusting above level 17. It will then continue moving in a West-Northwest direction, traveling about 15-20 km per hour.

This is a strong, fast-moving storm, the storm's circulation affects the northeastern sea area of the North, the middle of the East Sea and is likely to cause heavy rain, late floods on rivers and streams in the Northern provinces, while hydroelectric and irrigation reservoirs in the North are full of water. To proactively cope with the developments of the storm, rain and floods, the Central Steering Committee for Flood and Storm Prevention - National Committee for Search and Rescue requests the Steering Committees for Flood and Storm Prevention and Control and Search and Rescue of provinces and cities; Ministries and branches to direct the implementation of the following contents:
1. Coastal provinces from Quang Ninh to Phu Yen: Monitor and count vessels operating at sea, strictly manage vessels going out to sea; maintain regular communication with vessel owners, instruct offshore fishing vessels to leave or not enter dangerous areas. Dangerous areas are identified as the northern and central waters of the East Sea (North of the 16th parallel).
2 Northern mountainous and midland provinces:
- Monitor the development of rain and floods; warn people living along rivers, streams, downstream of lakes, dams, low-lying areas, areas at high risk of landslides and flash floods to proactively prevent them.
- Closely monitor the water level and safety status of reservoirs to operate the project according to the correct procedures, proactively lower the water level of reservoirs at risk of being unsafe, patrol and guard, prepare sufficient forces, materials and means to be ready to handle incidents at the first hour.
3. The Ministry of Industry and Trade directs the Vietnam Electricity Group and the Son La, Hoa Binh, Tuyen Quang and Thac Ba Hydropower Plants to proactively lower the water levels of reservoirs to receive floods, ensure the safety of the works and avoid sudden discharges that affect downstream areas.
4. The Flood and Storm Prevention Command of ministries and branches directs the implementation of measures to respond to sediment, rain and floods; maintains rescue forces and means to be ready to respond when required.
5. Organize on-duty shifts seriously and regularly report to the Central Steering Committee for Disaster Prevention and Control and the National Committee for Search and Rescue./.
