According to the National Center for Hydro-Meteorological Forecasting, storm No. 10 is very strong, when it makes landfall it is forecasted to have winds of level 13, gusts of level 15, reaching level 4 natural disaster risk and will continue to develop complicatedly; It is likely to make landfall in the area from Thanh Hoa to Quang Binh, the storm will be accompanied by heavy to very heavy rain with rainfall of 200 - 300mm.

To proactively respond to storms and floods, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Chairman of the People's Committee - Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns; the Provincial Military Command, the Provincial Border Guard Command, members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue; Directors of Departments, Heads of Provincial-level Committees and branches, Directors of irrigation companies, Directors of hydropower companies in the province and related units to urgently implement the following contents:

1. Continue to urgently, resolutely and effectively implement the contents of Official Dispatch No. 62/CD-TW dated September 12, 2017 of the Central Steering Committee on Natural Disaster Prevention and Control and Official Dispatch No. 16 dated September 13, 2017 of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Nghe An province.

2. The North Central Hydrometeorological Station continues to monitor and regularly update the storm's developments; Timely inform the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control and localities and units to direct and deploy response to storms and floods.

3. Actively disseminate information about the danger level of the storm to the people so that they can proactively prevent it, avoid subjective thinking, carelessness, and disregard, which can lead to unfortunate consequences and damage to life and property, especially human life. The head of any locality where human damage occurs must be responsible to the Chairman of the Provincial People's Committee.

4. The Chairmen of the People's Committees of coastal districts and towns shall coordinate with the Provincial Border Guard Command, the Fisheries Sub-Department and the Nghe An Maritime Port Authority, by all means, call on all vessels operating offshore to seek shelter; count the number of vessels, guide and organize safe anchoring, and not leave people on vessels during storms.

5. All ships and means of transport are prohibited from going to sea, from 7:00 a.m. on September 14, 2017.

6. Urgently direct people to quickly harvest rice areas that are ready for harvest and other crops with the motto "green at home is better than ripe in the fields"; direct businesses and aquaculture households to proactively harvest before storms, and at the same time take measures to protect cages, rafts and aquaculture areas that are not yet ready for harvest.

7. The Department of Agriculture and Rural Development directs irrigation companies to proactively drain buffer water in accordance with the situation of each locality, be ready to promptly drain in case of flooding, and have plans to protect dikes and dams to retain water for production.

8. Instruct people to brace houses, signboards, and prune tree branches to limit damage when storms and floods occur; if trees fall, they must be promptly cleared to ensure traffic, and replanted immediately after the storm; Take safety measures for tourists staying in their locality. For mountainous districts, it is necessary to notify people who are farming to take shelter in time.

9. Check plans for population evacuation, especially in coastal areas, river mouths, apartment buildings, degraded high-rise buildings, areas at risk of landslides, flash floods, etc.; organize population evacuation when necessary, resolutely enforce against cases that refuse to comply with evacuation orders.

10. Implement measures to ensure safety of dikes, dams, high-rise buildings, tower cranes, high-voltage power lines, telecommunications and other basic construction works.

11. The Department of Industry and Trade directs the safety inspection of hydroelectric reservoirs:

- For hydropower plants without flood prevention capacity, it is necessary to regularly contact the Steering Committee for Flood and Storm Prevention and Control of downstream districts to inform people to limit accidents caused by flood discharge and regularly report results to the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control to ask for direction.

- For Ban Ve, Khe Bo, Chi Khe hydropower plants: Operation must comply with the inter-reservoir process approved by the Prime Minister. The North Central Hydrometeorological Station calculates and forecasts rainfall and water levels during and after the flood so that the Standing Office can coordinate with Ban Ve hydropower plant to advise on flood discharge operation plans.

- Direct the electricity sector to ensure grid safety for daily life and pumping to drain water at pumping stations.

12. The Department of Information and Communications, the Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, report on the storm's developments, the direction of the Provincial People's Committee, the Provincial Steering Committee for Disaster Prevention and Control to localities so that people can proactively take precautions.

13. The armed forces (Provincial Military Command, Provincial Border Guard, Provincial Police) prepare forces and means to respond when required and ensure security and order during storms and floods.

14. Members of the Provincial Steering Committee for Disaster Prevention and Control, as assigned, go to the localities to direct storm response.

Be on duty 24/7 to monitor the storm's developments, proactively direct and respond to any bad situations that may occur. Regularly report on storms, floods and incidents to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control for timely handling./.
