Nghe An issues Official Dispatch on Ensuring Order and Traffic Safety on the occasion of Lunar New Year At Ty
On January 20, the People's Committee of Nghe An province issued Official Dispatch No. 03/CD-UBND on ensuring traffic order and safety during the Lunar New Year and Spring Festival 2025.
The content of the telegram clearly states that, implementing the telegram No. 04/CD-TTg dated January 16, 2025 of the Prime Minister on strengthening the work of ensuring traffic order and safety during the Lunar New Year and Spring Festival 2025, the Chairman of the Provincial People's Committee requests the Directors of Departments, heads of provincial-level departments, Chairmen of People's Committees of districts, cities and towns to seriously direct the effective implementation of the telegram No. 49/CD-UBND dated December 21, 2024 of the Chairman of the Provincial People's Committee and the telegram No. 132/CD-TTg dated December 12, 2024 of the Prime Minister on strengthening the work of ensuring traffic order and safety, focusing on the following contents:

Provincial Police
- Direct the police of units and localities to strengthen patrols and control, strictly handle violations of road, railway and waterway traffic safety order, focus on inspection, detection and punishment of violations that are the main causes of traffic accidents and traffic jams. Proactively develop plans to prevent illegal racing, gatherings that disturb public order, and resolutely suppress all acts of opposing law enforcement officers. Inspect the implementation of legal regulations on ensuring safety in aviation and railway activities, at river crossings, passenger wharves, on inland waterway routes and channels.
- Direct the Traffic Police Department to implement the on-duty regime and report traffic accident situations during the Tet peak period to the Provincial People's Committee and the Standing Committee of the Provincial Traffic Safety Committee as follows:
+ Report date: From January 25, 2025 to February 2, 2025 (ie December 26, 2024 to January 5, 2025 lunar calendar) Traffic Police Department sends by Fax or Email:[email protected]to the Provincial Traffic Safety Committee Office before 11:00 a.m. every day.
+ Summary report: The Traffic Police Department summarizes data and traffic safety and order situation during the Tet holiday from January 25, 2025 to February 2, 2025 (ie from December 26, 2024 to January 5, 2025 of the lunar calendar), compares with the same period of the 2024 Tet holiday and sends it to the Office of the Provincial Traffic Safety Committee before 11:00 a.m. on February 2, 2025, to summarize and report to the National Traffic Safety Committee, the Provincial Party Committee, and the Provincial People's Committee according to regulations.

Department of Transport
- Develop and effectively implement the Passenger Transport Plan for the Lunar New Year and Spring Festival 2025.
- Directing key transport units (bus stations, railway stations, airports) to carry out the renovation and environmental sanitation to ensure serving people's needs during Tet; requesting passenger transport business units to arrange enough vehicles, ensure good technical condition of vehicles, improve transport capacity and safety for transport activities serving passengers during Tet.
- Direct units working on exploited roads to implement measures to ensure safety, traffic flow, and guide vehicles to move smoothly and safely, avoiding traffic jams or accidents on the assigned roads.
- Strengthen management and regular maintenance of road traffic infrastructure systems and traffic safety systems on assigned routes, paying attention to main traffic routes, routes, and sections to tourist areas and festival areas.
- Direct the Traffic Inspectorate to strengthen inspection and handling of violations in passenger transport activities by road and inland waterways at key traffic hubs (bus stations, railway stations, inland waterway wharves); coordinate to ensure traffic on routes with high risk of traffic accidents and traffic jams, especially in Vinh city and gateway routes into and out of the city.

Standing Committee of Provincial Traffic Safety Committee
Preside over and coordinate with relevant departments, branches, sectors, units and localities to strengthen the propaganda, dissemination and education of laws on ensuring traffic order and safety; urge departments, branches, sectors, units and localities to implement the contents of this Official Dispatch; Update and summarize reports on the traffic order and safety situation and end the peak period according to the regulations of the National Traffic Safety Committee.
People's Committees of districts, cities and towns
Develop an implementation plan that ensures specific assignment, detailed list of tasks, assignment of responsible agencies and allocation of resources for implementation. During the implementation process, there must be supervision, urging and quantitative assessment summary using specific indicators.
- Direct functional units to organize surveys, research, and arrange flower and ornamental plant selling points to serve the Tet shopping needs of local people, ensuring requirements on order, traffic safety, environmental sanitation, urban aesthetics, etc. Handle the encroachment of road corridors, sidewalks, roadsides, and curbs for markets, business, and garbage dumping, especially during holidays and Tet; strengthen the work of clearing corridors and preventing re-encroachment on roads.
- Resolutely handle landslides and damage on local roads (district roads, commune roads); review traffic safety work on exploited roads; handle according to authority the construction management units, construction units that violate traffic safety regulations and shortcomings at passenger wharves across the river, along the river, and suspension bridges. Suspend operations of inland waterway wharves that do not meet operating conditions, passenger vehicles that are not registered and inspected according to regulations.

Proposal for Road Management Area II
- Direct the implementation of work to ensure safety of traffic infrastructure on national highways under its management authority; ensure safe and convenient traffic for people and vehicles to limit traffic accidents and traffic congestion.
- Review, maintain and repair the traffic infrastructure system to ensure smooth and safe traffic for people to enjoy the Spring Festival. Have a reasonable plan to organize and regulate traffic, absolutely not allowing traffic jams on national highways and expressways under the authority.
Direct the Vinh City Bypass BOT Branch and BOT QL.1 Cienco4 Member Limited Liability Company 02 - Corporation 319 to fully and correctly implement regulations on management, maintenance, and road exploitation for traffic works assigned to manage; arrange adequate human resources and vehicles at Toll Stations to regulate traffic when vehicle density increases suddenly...
Request provincial departments, branches and sectors; People's Committees of districts, cities and towns to seriously implement this Official Dispatch; Organize staff to direct and deploy tasks to ensure traffic safety and announce hotline numbers to receive and handle issues related to ensuring traffic safety and order. Synthesize reports on 09 days of Lunar New Year holiday from January 25, 2025 to February 2, 2025 (ie December 26, 2024 to January 5, 2025 lunar calendar) and send them to the Provincial Traffic Safety Committee before 11:00 on February 2, 2025 to synthesize reports to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.
