Nghe An province established an interdisciplinary team to inspect and strictly handle acts of encroachment on traffic safety corridors in 10 districts and towns.
The interdisciplinary delegation recently established by the Provincial People's Committee will directly inspect and strictly handle acts of encroachment on railway and road traffic safety corridors; or will recommend competent authorities to handle them according to the provisions of law.

Mr. Ho Ba Thai - Deputy Director of the Department of Transport was assigned to be the head of the delegation. The members of the interdisciplinary delegation are from the Provincial Traffic Safety Committee; the Department of Administrative Management of Social Order, Provincial Police; Inspectors of the Department of Transport; Inspectors of the Road Management Area II; Technical Supervision and Railway Traffic Safety Department of Nghe Tinh Railway Exploitation Branch; experts from the Department of Natural Resources and Environment, and the Department of Construction.
The interdisciplinary delegation will carry out tasks in the districts of Que Phong, Quy Hop, Quy Chau, Anh Son, Tuong Duong, Ky Son, Do Luong, Nghi Loc, Cua Lo town and Thai Hoa town.
Regarding the inspection content, Decision No. 2591/QD-UBND clearly states that the interdisciplinary delegation will inspect the direction and implementation of Plan No. 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee on the implementation of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in Nghe An province in the period of 2022 - 2025; Plan No. 675/KH-UBND dated August 29, 2024 of the Provincial People's Committee on launching a peak period of clearance of violations and prevention of re-encroachment of traffic safety corridors in 2024.
At the same time, inspections will be conducted at some points and road sections that are frequently encroached upon or re-encroached upon traffic safety corridors; and relevant organizations and individuals will be strictly handled according to the provisions of law.
Through the inspection, the interdisciplinary team is responsible for assessing the situation, implementation results, advantages, shortcomings, and limitations in the implementation of a number of measures to clear violations and prevent re-encroachment of road and railway traffic safety corridors at the district and commune levels according to the provisions of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council; Plan No. 36/KH-UBND dated January 20, 2022 and Plan No. 675/KH-UBND dated August 29, 2024 of the Provincial People's Committee on launching a peak period to clear violations and prevent re-encroachment of traffic safety corridors in 2024. Guide localities to overcome difficulties, obstacles, shortcomings, and limitations according to their functions and tasks, helping localities to implement effectively in the coming time.
The interdisciplinary team is divided into 2 groups, each group inspects 5 localities. At the end of the inspection, the interdisciplinary team will summarize, report the inspection results, make recommendations, propose measures to overcome existing problems, limitations, difficulties, obstacles, commend, criticize or handle violations beyond its authority. The Department of Transport will preside over summarizing the inspection results, report to the Standing Committee of the Provincial People's Council, the Provincial People's Committee according to regulations; consider and give opinions on violations that need to be handled according to the proposal of the interdisciplinary team.
Also in Decision No. 2591/QD-UBND, the Provincial People's Committee assigned the District People's Committee to direct and notify relevant organizations and individuals to report, provide documents, records and assign staff to work with the interdisciplinary team. The interdisciplinary team exercises its powers and responsibilities as prescribed by law to inspect and handle violations within its authority or recommend competent agencies and individuals to handle them in accordance with the law.
For district-level localities not on the inspection list, the Provincial People's Committee will assign the interdisciplinary team to develop a detailed outline and appendix and send it to the District People's Committee to organize self-inspection and evaluate the implementation results. After the inspection, the District People's Committee will send a report on the inspection results to the interdisciplinary team before November 20, 2024 for synthesis and reporting to the Provincial People's Committee.
