Check and handle 488 cases of traffic safety corridor violations

On the afternoon of February 2, the People's Committee of Nghe An province held an online conference with districts, cities and towns in the province to evaluate the results of 2 years of implementing the work of clearing violations and preventing re-encroachment of road and railway traffic safety corridors in the province according to the resolution of the Provincial People's Council and the plan issued by the Provincial People's Committee. Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference.
Ensuring traffic order and safety to protect people's lives and property is an issue that Nghe An province is concerned about and directs with many solutions; including strengthening the clearance of violations and preventing re-encroachment of road and railway traffic safety corridors.
The Provincial People's Council issued Resolution No. 27, dated December 9, 2021 and the Provincial People's Committee issued Plan No. 36, dated January 20, 2022, stipulating a number of measures to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in Nghe An province for the period 2022-2025.

At the conference, opinions from provincial and local departments, agencies and branches all affirmed that after 2 years of implementing the resolutions and plans of the Provincial People's Council and People's Committee, the entire political system from the province to the grassroots level has been mobilized; linking direction work with propaganda campaigns, organizing clearance and inspection, checking and handling violations.
Since then, violations and re-encroachment of road, railway and urban sidewalk safety corridors have been gradually rectified and limited. In particular, a number of "black spots" and solid structures that illegally encroached on traffic safety corridors that had existed for a long time on many roads have been successfully cleared; a large area of land reserved for roads that had been illegally occupied has been recovered; violations of construction of solid structures within traffic safety corridors have decreased compared to before.

Thereby, actively contributing to the work of ensuring traffic order and safety throughout the province, creating consensus among public opinion and the people.
Results of traffic safety corridor clearance, from January 1, 2022 to present, the whole province has cleared 12,463 m2houses, kiosks, tents, shops of all kinds; 259 temporary markets; 1,583 points of sale; 21,336 billboards; 2,570 electric poles, telecommunication poles; 659 car washes, parking lots; 27,885m2canopy; 9,588m2steps;…
The Traffic Inspectorate has inspected and handled 488 cases; of which 19 cases were recorded for violations with a fine of more than VND 138 million; and 345 cases were transferred to the District People's Committee for handling according to their authority.

In addition to the positive changes and results, the opinions also frankly pointed out some shortcomings. Although there has been direction and drastic intervention from the entire political system, the situation of re-encroachment is still widespread, with new encroachments occurring.
Inspection, examination and handling work is not regular and there is still a state of favoritism; the responsibility of leaders in this field has not been handled.

Avoiding the situation of massive mobilization but encroachment on traffic safety corridors still recurs
Concluding the conference, in addition to appreciating the drastic participation of the political system, functional forces, and localities, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee also frankly pointed out a number of limitations and shortcomings in the work of clearing violations and preventing re-encroachment of traffic safety corridors; in which he clearly analyzed many causes and set requirements for functional forces and localities to continue to struggle to find more sustainable solutions in this work, especially paying attention to the goal of both ensuring people's livelihoods and ensuring traffic safety.

The Standing Vice Chairman of the Provincial People's Committee also emphasized a number of key tasks; including organizing the clearance of violations of traffic safety corridors, prioritizing the clearance and handling of land violations and locations that directly affect traffic safety on the roads.
Authorities have increased inspections and strictly handled violations of traffic safety corridors.

All levels, sectors and localities continue to promote propaganda, dissemination and education of laws on management, use and protection of traffic safety corridors; review markets along roads with potential risks of traffic accidents, propose plans to relocate these markets; propose a pilot plan for a socialized model of building parking lots in urban areas; arrange street vendors and snack stalls on urban roads and densely populated areas...

Emphasizing that the work of clearing violations and preventing re-encroachment of traffic safety corridors is a key and urgent task; Comrade Le Hong Vinh requested all levels and sectors to continue implementing more effective solutions, avoiding the situation of massive deployment but encroachment of traffic safety corridors still reoccurring.
Resolutely handle cases of intentional violations of encroachment on traffic safety corridors and sidewalks for trading, gathering construction materials, etc.
On the other hand, based on functions and tasks, it is recommended that the sectors review to have closer and more practical proposals, in which priority is given to potential traffic safety issues in order to quickly handle the existing problems and shortcomings.
