Telegram to respond to storm No. 1
(Baonghean.vn) - At 1:00 p.m. on June 30, 2022, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province issued dispatch No. 04/CD-BCH PCTT&TKCN and PTDS of the province on responding to storm No. 1.
The dispatch stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the tropical depression in the North East Sea has strengthened into a storm (storm No. 01). At 10:00 on June 30, the center of the storm was at about 16.2 degrees North latitude; 115.1 degrees East longitude, about 400km east of Hoang Sa archipelago. The strongest wind near the center of the storm is level 8 (62-74km/h), gusting to level 10. The radius of strong wind level 6, gusting to level 8 is about 120km from the center of the storm. It is forecasted that in the next 24 hours, the storm will move in a North-Northwest direction, traveling 10km per hour and is likely to strengthen further.
To proactively respond to the complicated developments of storms and post-storm floods, the Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention of Nghe An province requests: Steering Committees for Natural Disaster Prevention and Search and Rescue of districts, cities and towns; Provincial Military Command; Provincial Border Guard Command; Provincial Police; Departments of Agriculture and Rural Development, Industry and Trade, Information and Communications, Transport; North Central Region Hydrometeorological Station; Nghe An Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station; Fisheries Sub-Department; Irrigation and Hydropower companies in the province and related units to implement the following contents:
1. Strictly implement Official Dispatch No. 17/CD-QG dated June 30, 2022 of the National Steering Committee for Disaster Prevention and Control - National Committee for Incident, Disaster Response and Search and Rescue; Official Dispatch No. 03/CD-VPTTBCH PCTT&TKCN and PTDS dated June 29, 2022 of the Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Nghe An province on responding to tropical depressions that are likely to strengthen into storms.
2. For sea routes:
- Closely monitor the storm's developments, notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the East Sea in the next 24 hours (strong winds of level 6 or higher) are determined from latitude 15.0 to 20.5 degrees North; from longitude 112.0 to 116.5 degrees East (dangerous areas are adjusted in forecast bulletins).
- Organize monitoring and counting of ships and boats operating in the storm-affected area; maintain regular communication with owners of vehicles to promptly handle possible bad situations; strictly manage vehicles going out to sea; check and guide ships and boats to anchor at the wharf.
3. For plains and coastal areas:
- Directing the work of ensuring safety for cages, aquaculture areas at sea, along the coast, and vulnerable sea dykes or those under construction.
- Review and prepare for flood control to protect agricultural production, low-lying areas, urban areas and industrial zones.
- Inform, propagate and take measures to ensure safety for tourists, especially on the islands.
4. For mountainous areas:
- Review evacuation plans for people in areas at high risk of deep flooding, flash floods, and landslides; prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to proactively and readily respond to landslides and isolation situations.
- Review plans for manpower deployment, preparation of materials and means to overcome traffic incidents.
- Check, review, and prepare plans to ensure the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs for flood discharge; arrange permanent forces to be ready to operate, regulate, and handle situations.
- Directing the review and inspection of safety assurance work for mines and mineral exploitation areas.
5. The Department of Industry and Trade directs the work of ensuring the safety of hydroelectric dams; releasing floods and ensuring downstream safety, especially small hydroelectric plants.
6. The Department of Agriculture and Rural Development directs the work of ensuring safety for fishing vessels and aquaculture; safety of dykes, irrigation dams, especially key works under construction; and protection of agricultural production.
7. The North Central Region Hydrometeorological Station closely monitors, forecasts, warns and promptly informs about storm developments, floods, flash flood and landslide risks.
8. Departments, branches, sectors and localities, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur. Prepare forces and means for rescue when requested.
9. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media agencies increase the time and promptly report on storm, flood and storm response developments and direction work.
10. Organize on-duty shifts seriously and regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue./.
