2. 5. Participate in the grassroots labor accident investigation team as prescribed in Clause 1, Article 35 of this Law; participate and coordinate with the employer to respond to and overcome the consequences of technical incidents causing loss of occupational safety and health and labor accidents; in case the employer fails to fulfill the reporting obligation as prescribed in Article 34 of this Law, the grassroots trade union shall be responsible for immediately notifying the competent state management agency as prescribed in Article 35 of this Law to conduct an investigation.
9. Coordinate with employers to organize emulation movements and mass movements for occupational safety and health work and build a culture of occupational safety at the workplace; manage and guide the activities of the safety and hygiene network.
10. For production and business establishments that have not yet established a grassroots trade union, the trade union at the level directly above the establishment shall exercise the rights and responsibilities prescribed in this Article when requested by employees there.
