Nghe An Trade Union aims to develop 7,500 union members as workers in enterprises each year.

The action program to implement Resolution 02 on "Innovation of organization and operation of Vietnam Trade Union in the new situation" was deployed by the Provincial Federation of Labor in the online conference held on November 2. This is one of the activities to implement the resolution into life, with the goal of innovating trade union activities, aiming towards the goal of serving the workers.

Challenging goals

In order to concretize the viewpoints, goals, tasks and solutions of the Resolution of the 13th National Party Congress, Resolution No. 02-NQ/TW of the Politburo and the Action Programs and Plans of the Vietnam General Confederation of Labor, Nghe An Provincial Party Committee, Nghe An Provincial Labor Federation has just developed and implemented an action program suitable to the situation and conditions of civil servants, public employees, workers (CCVCLĐ) and Nghe An Provincial Labor Union. With the requirement of drastic, synchronous and effortful implementation throughout the system, the program is the basis for Nghe An Provincial Labor Unions at all levels to develop implementation plans at their level, creating unity in action, contributing to the successful implementation of the Resolution of the 13th National Party Congress and Resolution No. 02-NQ/TW of the Politburo.

In addition to the phased goals, the Standing Committee of the Provincial Federation of Labor also set outannual targetfor this action program. Notably, the targets include developing 7,500 union members who are workers in enterprises, 100% of administrative agencies, public service agencies, and state-owned enterprises organizing quality democratic conferences, over 80% of enterprises with trade unions organizing workers' conferences, and over 80% of enterprises with trade unions organizing dialogues at the workplace.

In addition, other annual targets such as striving for over 20% of union members to enjoy preferential products and services from partners who have signed cooperation programs, 100% of union members to be visited and supported when in difficult circumstances, on average each grassroots union introduces at least 1 outstanding union member to the Party for consideration, training and admission, 100% of union levels at all levels to publicly disclose finances according to the regulations of the General Confederation of Labor, 100% of unions directly above the grassroots level to be inspected and have their finances settled at the same level... are also highly appreciated for the efforts and determination to innovate of Nghe An Union.

To achieve these targets, the Provincial Federation of Labor has proposed 9 specific groups of solutions. Accordingly, Nghe An Trade Unions at all levels need to innovate propaganda work, innovate and improve the quality of participation in giving opinions on building legal policies, programs and plans directly related to the rights and interests of union members and workers, and develop diverse and effective activities to care for the material and spiritual lives of union members and workers. The issue of training and fostering to improve the level of education, expertise, professional skills, industrial style and labor discipline for workers is also of concern.

Besides, Nghe An Trade Union at all levels also needs to be proactive and flexible in innovating content, organization and operation of trade unions, improving the effectiveness of gathering and mobilizing union members and workers, focusing on developing union members, establishing grassroots trade unions to meet the requirements in the new situation...

The task of building a team of professional union officials with sufficient qualities and capacity to meet the requirements of tasks in the new situation is of special concern to the Standing Committee of the Provincial Federation of Labor.

At the online conference to deploy the action program to union members across the province, Ms. Nguyen Thi Thu Nhi - Vice President of the Provincial Federation of Labor emphasized: "The proposed targets are all challenging, requiring each union member to make real efforts, determination, and responsibility. No matter how good or suitable the action program is, if the union members cannot implement it, it will fail."

In the coming time, the core role of trade union organizations in participating in building the Party, State, and political system, in patriotic emulation movements and campaigns, mobilizing union members and civil servants to compete in studying and working creatively, contributing to the completion of socio-economic development tasks will continue to be promoted.

A common determination to innovate

The strong transformation in recent times and determination to innovate in the coming time of Nghe An Trade Union have been recognized by the people, workers and authorities at all levels.

Comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission shared: "Immediately after Resolution No. 02 of the Politburo was issued, the Provincial Federation of Labor has been proactive, flexible, and creative in propagating and disseminating the Resolution in many effective forms, suitable to the context of the epidemic. In particular, Nghe An Federation of Labor is the first unit in the national trade union system to organize the contest.“Nghe An Trade Union officials learn about the Resolution on innovation of trade union organization and activities in the new situation”online, attracting more than 13,000 union officials to participate.

At the same time, the Provincial Federation of Labor's Executive Committee has proactively coordinated with specialized sectors to promptly advise the Provincial Party Committee to issue Plan No. 58 dated October 12 to implement Resolution 02. These efforts have created initial results in implementing Resolution 02 of the Politburo in the province.

The Head of the Provincial Party Committee's Mass Mobilization Commission also affirmed that, based on the plan of the Provincial Party Committee's Standing Committee, in the coming time, the Propaganda Department and the Mass Mobilization Commission of the district, city and town Party Committees will proactively advise the Standing Committees of the district, city and town Party Committees in implementing Resolution 02 of the Politburo, coordinating with the Party Delegation and the Standing Committee of the Provincial Federation of Labor to develop and sign a working coordination regulation to direct trade unions at all levels to integrate the implementation plan into the coordination program of the same-level government.

Recognizing the importance of this coordination program, Ms. Hoang Thi Thu Huong - Head of the Labor Relations Law Policy Department of the Provincial Federation of Labor said: "Resolution 02 is truly an opportunity for trade unions at all levels to mobilize the participation of relevant departments, offices and units to demonstrate the functions and roles of the trade union organization. Each trade union official needs to make the most of the coordination principle to advise local Party committees to carry out their tasks in the most favorable way."

Sharing the same view, Ms. Nguyen Thi Huong Thuy - President of the Do Luong District Labor Federation expressed: "The synchronous direction of Party committees at all levels in establishing interdisciplinary delegations to handle violations in the deduction and payment of union funds at thebusinessis extremely necessary. This is the resource to take care of the lives of union members and workers and implement Resolution 02 in the coming time."

“We are aware that Resolution 02 is the Party’s special concern for trade union organizations and trade union innovation is not only to carry out trade union activities but also to carry out the professional tasks of the sector. With the Education Trade Union, we will review the indicators to catch up with the plan of Resolution 02, following the perspective of inheriting and promoting what has been done well, adding new contents and including the trade union program in the coordination regulations between the Trade Union and the Department of Education and Training. I also hope that the coordination between the trade union organization and the authorities at all levels will help to remove difficulties in carrying out the professional tasks of the sector in the coming time” – Mr. Dang Van Hai - Chairman of the Education and Training Trade Union shared.

Recognizing the determination of the staff in approaching and implementing the contents of Resolution 02, comrade Kha Van Tam - Member of the Provincial Party Committee, Chairman of the Provincial Federation of Labor emphasized: "In the coming time, each level of the union, each union official needs to continue to study and understand deeply and fully about Resolution 02, proactively advise the Party Committee on developing a plan to implement Resolution 02 in accordance with the nature and characteristics of each unit and each locality. At the same time, strengthen inspection and supervision of the study, dissemination and implementation of the Resolution, each union official must truly be united towards the common goal, creating inspiration and enthusiasm for the organization, for each union member and worker".
