Nghe An Trade Union: Innovating propaganda work to meet the requirements of the new situation

Timely leadership and direction for implementation

Over the past year, the leadership and direction of the propaganda fields of the Provincial Federation of Labor has ensured timeliness and effectiveness, clearly defined content, assigned targets and specific implementation assignments from the provincial to grassroots levels, concretized plans with instructions and official dispatches to direct and orient activities for trade unions at all levels, and oral propaganda work and reporter activities in 2021 have been regularly deployed.

In addition, propaganda and dissemination activities of the Party's resolutions, directives and conclusions have been stepped up. In particular, during the year, the Provincial Federation of Labor has disseminated and thoroughly implemented Resolution 02/NQ-TW, dated June 12, 2021 of the Politburo "on innovation of organization and operation of Vietnam Trade Union in the new situation".

Accordingly, the Provincial Federation of Labor organized 2 online conferences: Online conference to disseminate the Resolution to all full-time officials and civil servants in the entire system and 200 Chairmen of the Enterprise Sector Trade Unions and conference for more than 600 union officials and the participation of leaders of the Mass Mobilization Committee, the Provincial Party Committee's Propaganda Committee, district and town Party Committees at 24 locations across the province to deploy the Plan of the Provincial Party Committee Standing Committee and the Action Program of the Provincial Federation of Labor to implement the Resolution. Since then, 100% of the grassroots trade unions directly above the grassroots level have organized conferences to disseminate the Resolution to grassroots trade union officials, with the participation rate reaching 96%.

In addition, the Provincial Federation of Labor also organized an online contest "Nghe An Provincial Trade Union Officials learn about the Resolution on innovation of organization and operation of Vietnam Trade Union in the new situation" with the participation of over 13,000 trade union officials from the provincial to grassroots levels.

Propaganda activitiesThe election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term has achieved positive results with many innovations in form. In addition to disseminating through documents, the Provincial Federation of Labor also organized 3 direct communication sessions for workers, 17 news and propaganda articles on the election of the National Assembly and People's Councils at all levels directly implemented by union officials were posted on the Nghe An Trade Union website and in the press, urging union members to actively participate in the online election contest organized by the Ministry of Justice and the National Assembly. Notably, Nghe An ranked in the top of the country, in which the main participants were employees and union members, Le Van Hung, from the Nghia Hieu Commune Trade Union, Nghia Dan District, won the first prize overall. In the online contest "Workers, civil servants, and laborers with the National Day" organized by the Vietnam General Confederation of Labor, Nghe An ranked 2nd nationwide.

In the propaganda work of preventing and fighting the Covid-19 epidemic, the Provincial Federation of Labor has done a good job of orienting information and guiding propaganda, directing grassroots trade unions to guide grassroots trade unions to coordinate with employers to establish "Covid-19 Safety Teams", closely following the plan to respond to Covid-19 epidemic levels in the enterprise area; mobilizing union members to participate in the program "One million doses of vaccine for poor workers"; directing trade union units to join hands to support, visit and give gifts to frontline forces against the epidemic, as well as workers affected by the epidemic.

The propaganda and dissemination of State policies and laws to union members and employees are carried out in many forms such as direct legal advice and on newspapers, radio and television, and mobile propaganda. The contents of the Labor Law, Trade Unions, Social Insurance, Health Insurance. Especially the contents of Labor Contracts; wages; working hours, rest hours; retirement age; dialogue, collective bargaining; organization of labor representatives at the grassroots level; settlement of labor disputes... have contributed to raising awareness for union officials and employees.

Activities to celebrate major holidays and political events of the country, the province and the 75th anniversary of the founding of Nghe An Trade Union are organized in many appropriate and practical forms.integrated with propagandaimplementing the tasks of socio-economic development, national defense, security, foreign affairs and political events of the province, creating an exciting atmosphere among employees. The event honoring "Typical Employee Families", "Tet Sum Vay - Connecting Love", "Workers' Month", "Month of Action on Occupational Safety and Hygiene" was organized practically, in accordance with the actual situation of Covid-19 prevention and control, associated with the theme "For the benefit of union members" attracted a large number of union members, employees and agencies, units and enterprises to participate.

The Provincial Federation of Labor organized a working group to grasp the ideological situation of workers and employees, the work of preventing and fighting the Covid-19 epidemic in conjunction with inspecting the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; perfecting the Steering Committee 35 of the Provincial Federation of Labor; participating in the training course "Improving professional skills in information processing, teamwork on social networks and cyberspace". The core force of the Provincial Federation of Labor shared hundreds of articles promoting the Party's guidelines and policies, the State's policies and laws, and the trade union organization actively commented and refuted the false arguments of hostile forces... Every week, they synthesize and grasp public opinion information to promptly report to the Provincial Party Committee,

PROMISES MANY INNOVATIONS IN THE COMING TIME

In 2021, the total number of reporters of the Provincial Federation of Labor was 44 people, organizing 3 reporter conferences. Directing district and industry trade unions to complete the reporter team, organize reporter activities suitable to the epidemic conditions. The whole province organized 61 meetings, of which 31 were organized separately, 29 were organized in combination. 8 meetings were organized online, 53 meetings were organized in person. Thereby, promptly equipping the reporter team with orientation information, policies and guidelines of the Party, State, and trade union organizations to propagate to union members and workers.

The coordination program of propaganda between the Provincial Federation of Labor and the Central and local press agencies has created a favorable environment for the propaganda work of the trade union organization. In addition, the Provincial Federation of Labor also promoted multimedia communication, upgraded and established the Nghe An Trade Union website; coordinated with Nghe An Newspaper to open a special page of Nghe An Trade Union on the electronic newspaper. Since then, the activities of the trade union organization and the movement of workers, civil servants and laborers in the province have spread to a wider range of union members and laborers.

Entering 2022, promoting the achievements gained, propaganda work inunions at all levelsContinue to promote propaganda activities on the implementation of the Resolutions of Party Congresses at all levels and the Resolution of the 13th National Party Congress; urge, guide and inspect the organization of studying, thoroughly grasping and implementing the resolutions, directives and conclusions of the Central Committee and the province; well organize the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the Resolution of the 4th Central Committee (12th tenure).

“For trade unions at all levels, in propaganda work, it is necessary to proactively propagate patriotic emulation movements, good people and good deeds; strengthen the protection of the Party's ideological foundation, fight, prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" among cadres, union members and employees; innovate and improve the effectiveness of propaganda work in a diverse, vivid and suitable direction for each target group; be highly determined to excellently complete the tasks of trade union propaganda work in 2022".
