Publicity and transparency in implementing tuition exemption and reduction policies

(Baonghean.vn) - On the afternoon of October 8, the Culture - Social Committee (Provincial People's Council) continued to work with the People's Committee of Thanh Chuong district on the implementation of tuition fee exemption and support for study costs according to Decree 49/2010 of the Government.

Thanh Chuong is a mountainous district, including 6 extremely disadvantaged communes and 16 communes with many extremely disadvantaged villages; the rate of poor and near-poor households is relatively high; there are many policy beneficiaries, so the beneficiaries under Decree 49 are quite large and belong to many different types of regimes and levels of benefits. Within 3 years of implementing Decree 49, the whole Thanh Chuong district has 157,673 beneficiaries, of which 83,405 beneficiaries are entitled to support for study costs; 74,268 beneficiaries are entitled to tuition exemption and reduction with a total amount of nearly 35 billion VND. According to the District People's Committee and representatives of a number of schools, this is a policy that demonstrates the profound humanity of our Party and State, has a positive impact and support, creating learning opportunities for students studying at universities, colleges, and vocational high schools.

However, Decree 49 still shows some shortcomings when it only exempts and reduces tuition fees and supports learning costs for preschool and high school students, while kindergartens are not eligible for exemption, reduction and support of learning costs, causing difficulties in mobilizing kindergartens to attend classes. The transfer of funding to support learning costs from higher levels to districts is still slow...
