(Baonghean.vn) -This morning, March 20, the Provincial People's Committee held a preliminary review of 3 years of implementing the Vocational Training Project for Rural Workers according to Decision 1956/QD-TTg dated November 27, 2009 of the Prime Minister. Comrades Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Bui Nguyen Lan - Director of the Department of Labor, Invalids and Social Affairs chaired the conference.



Overview of the conference to review 3 years of implementing the vocational training project according to Decision 1956.

Implementing Decision 1956/QD-TTg, up to now, the whole province has organized 662 classes with a total of 20,646 workers trained and granted certificates, of which 11,985 workers studied non-agricultural occupations and 8,701 workers studied agricultural occupations. The number of workers with jobs after completing the course is 14,773 people with incomes from 1 to 3.5 million VND. At the same time, 10,100 commune-level officials and civil servants have been trained and improved their qualifications. Also in the 3 years of implementing Decision 1956, 24 public vocational training institutions have invested in upgrading facilities and equipment with a total cost of 101.3 billion VND; invested in establishing a new Nghia Dan District Vocational Training Center. The development of the teaching staff has also received attention. Up to now, the whole province has 2,110 teachers, of which 1,435 have college, university and post-graduate degrees...

In addition to the achieved results, the limitations in vocational training have also been pointed out, namely: The implementation of vocational training is still slow, training in some occupations is not suitable for regional characteristics, not linked to the overall planning for socio-economic development, new rural planning; There is still a situation where some classes and vocational training facilities are chasing quantity, the quality is not high, some vocational workers cannot develop their profession; The vocational training capacity of training facilities, especially centers, is still limited; The activities of some steering committees at district and commune levels are still formalistic, not close to reality...

Based on the results achieved, the targets set for the next 3 years are: 41,000 rural workers are trained in vocational skills, of which at least 75% have jobs; Replicating 20 effective pilot models, piloting 30 new models; Training and fostering 19,500 commune-level civil servants. For 2013, the targets set are: 9,549 rural workers are trained in vocational skills; the employment rate after vocational training is at least 70 - 75%; Replicating 6 effective pilot models, piloting 10 new models; Training and fostering the qualifications of 6,000 commune-level civil servants.

Concluding the conference, Comrade Nguyen Xuan Duong - Vice Chairman of the Provincial People's Committee acknowledged the achieved results, and pointed out some shortcomings that need to be overcome. To successfully implement the vocational training goal for rural workers in the 3 years 2013 - 2015, Comrade Nguyen Xuan Duong suggested: Districts, cities and towns need to determine the importance, must be the direct and main implementing level of the program, thereby paying attention to propaganda work, raising awareness for people; correctly assessing the actual needs to develop vocational training plans; Strengthening the direction and inspection of implementation at the grassroots level.
