On January 29, in Hanoi, the Central Organizing Committee held a National Cadre Conference to review the Party building and organization work in 2014 and deploy key tasks in 2015. General Secretary Nguyen Phu Trong attended and delivered a speech directing the Conference.

Speaking at the opening of the Conference, Comrade To Huy Rua - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee affirmed: In 2014, the Organization sector completed a large amount of work, including many difficult and complicated tasks, some of which were new, researched and implemented for the first time, but were extremely important for the cause of Party building and building the cadre team.

In 2014, the Party Committees' Organizing Committees and the agencies doing the organization and personnel work nationwide continued to closely coordinate with the Party Committees, Party organizations and relevant agencies to do a good job of advising in accordance with their functions and tasks; to synchronously, comprehensively and systematically deploy the Party organization and building work; including important, fundamental and long-term tasks such as: Election regulations within the Party; Directives and Guidelines on personnel work for Party Congresses at all levels, towards the 12th National Party Congress; Directives on strengthening internal political protection in the new situation... The Central Organizing Committee, the Party Committees' Organizing Committees at all levels and the agencies doing the organization and personnel work nationwide have been proactive, active, methodical and meticulous in coordinating from the summarizing and evaluating stages to researching, drawing out issues that need to be revised and supplemented, leading and directing, ensuring that they closely meet the practical requirements for the Party organization and building work. Many issues are summarized, collected, commented on and discussed thoroughly at conferences and seminars or sent to collect opinions from Party committees and organizations before being submitted to the Central Committee, Politburo, Secretariat, etc.

In 2014, based on the planning of the Central Executive Committee for the 2016-2021 term and subsequent terms, the Central Organizing Committee maintained and coordinated with ministries, departments, branches, and organizations at the Central level and local Party committees to advise the Politburo and the Secretariat to transfer 52 comrades to localities; coordinated with localities to complete 21 key leadership positions at the provincial and municipal levels, increasing from local human resources. The rotation of cadres was carried out carefully, thoughtfully, ensuring strict and objective procedures... During the year, the entire Party admitted nearly 160,000 Party members, bringing the total number of Party members in the entire Party to 4.4 million comrades.

The direction, management and implementation of work in each agency doing Party building work continues to have innovations and progress and follows the set programs and plans, ensuring seriousness, upholding the principle of democratic centralism, promoting the sense of responsibility, proactiveness and creativity of agencies, units and cadres and civil servants...

However, in addition to the achieved results, the work of Party organization and building still has some limitations and weaknesses that need to be overcome: Many issues regarding the organizational structure of the political system and the Party's organization; regarding the leadership methods of the Party and Party organizations in State agencies, the Fatherland Front and socio-political organizations... need to be carefully studied and solutions found. The assessment and classification of civil servants and public employees and the assessment and classification of Party members still have some inconsistencies. The quality of planning work has not yet met the requirements and tasks. The model of Party organization in some types still shows unreasonable and inconsistent aspects. Internal political protection work has not been on par with the requirements and tasks. Administrative procedure reform in the Party is still slow...

In 2015, the entire Party Organization and Building Sector focused on advising on the preparation and successful direction of Party Congresses at all levels; in which, the personnel work at Party Committees must be carried out strictly, in accordance with principles, regulations and procedures; advising on the preparation and service of the successful organization of the 12th Party Congress, in which, advising on the development of personnel work directions and closely implementing the process of introducing personnel to participate in the 12th Central Executive Committee; continuing to advise on, synchronously and qualitatively implement the resolutions of the 11th Central Executive Committee and regular tasks of Party organization and building. Perfecting the apparatus, improving the quality of cadres and civil servants and building strong Party organization and building agencies; organizing activities to celebrate the 85th anniversary of the tradition of the Party Organization and Building Sector.

Speaking at the Conference, on behalf of the Politburo and the Secretariat, General Secretary Nguyen Phu Trong warmly commended and acknowledged the results that the Party Organization and Building Sector has achieved in the past year.

General Secretary Nguyen Phu Trong stated: 2015 is a very important year - the year of organizing Party congresses at all levels, leading up to the 12th National Congress of the Party; a year with many major holidays of the country and the nation; the political and economic situation in the world and the region continues to develop complicatedly, hostile forces increase activities against our Party and State... posing great difficulties and challenges to the task of Party building and national development...

The General Secretary emphasized that in any circumstances, first of all, we must focus on rapid and sustainable socio-economic development, and achieve the set targets. This is the central and fundamental task; second, maintaining national independence and sovereignty and a peaceful and stable environment for national development. These are two important strategic tasks; third, holding party congresses at all levels towards the 12th National Party Congress to ensure great success, meaning, and effectiveness, associated with consolidating, building, and rectifying the Party; fourth, ensuring national defense, security, and foreign affairs to continue to enhance Vietnam's position in the international arena...

The General Secretary emphasized: The Party Organization and Building Sector must take care of the work of drafting documents, ensuring the right direction. The work of preparing and organizing Party Congresses at all levels must continue to be innovated in a practical and effective direction, promoting democracy while maintaining the principles, discipline and order of the Party, ensuring the strengthening of solidarity, improving the leadership capacity and fighting strength of Party committees and organizations at all levels.

General Secretary Nguyen Phu Trong stated: Drafting documents is difficult, but personnel work is even more difficult and complicated. In the process of preparing and conducting the congress, it is necessary to consolidate the contingent of cadres, party members, party organizations, methods, mechanisms, working styles, administrative reforms in the Party... Party committees at all levels must simultaneously lead and promote the tasks of Party building, building the political system, socio-economic development, national defense - security, social order and safety...; In particular, it is necessary to continue to promote the implementation of the Central Resolution 4 (term XI) on Party building in conjunction with studying and following the moral example of Ho Chi Minh...

The General Secretary advised that those working in Party Organization and Building must have a firm grasp of expertise, principles, and guiding documents; in particular, must be extremely impartial, transparent, objective, and dedicated to their work; dare to prevent wrongdoings, oppose factions, localism, and group interests, and not be tempted by any interests..., contributing to building the Party Organization and Building Sector into a truly glorious sector./.
