I am always ready and hope that this time I will be able to go to fulfill my civic responsibility, continuing the tradition of my family and hometown...”. Perhaps not only Thanh but also many young people in the heroic Red City have the same sentiment. To keep the flame of revolutionary tradition burning in every young person, every year the City Military Service Council (NVQS) advises the City Party Committee and the City People's Committee to mobilize the entire political system to step up propaganda and education of revolutionary consciousness, while implementing synchronous, effective and solid measures at each stage of military recruitment.

Vinh City youths undergo military service examination in 2015. |
Vinh City is the political, cultural and social center of the province, with a large number of young people of military service age. However, most of the young people after graduating from high school go to universities, colleges or vocational schools and work in enterprises. In addition, in recent years, Vinh City has always been one of the localities with a high rate of drug addiction among young people in the province. In response to this reality, every year the City Military Command advises the City Military Service Council to regularly send cadres to closely monitor the area, coordinate with the entire political system to screen and grasp the quantity and quality of young people who are not exempted or temporarily deferred from military service in the area. On that basis, the Military Service Councils of wards and communes must regularly coordinate closely with the police, departments, branches and mass organizations of the commune to each block and hamlet to review and grasp the political quality, moral qualities and relationships of each young person. Every year, the City Military Command also organizes many training sessions for members participating in military recruitment and assigns local officers to strengthen their grasp, monitor, and assist the base in the work of selecting and calling citizens to join the army.
Talking to us, Lieutenant Colonel Vo Van Nga, Deputy Commander of Mobilization and Recruitment of the City Military Command, said: “With the motto “Whoever we recruit, we will ensure that person”, every year, the City Military Command always proactively advises the City Party Committee, People's Committee and the City Military Service Council to direct wards and communes to strictly implement the steps in the work of screening, screening, management, propaganda, mobilization, mobilization, preliminary examination and recruitment of young people to perform military service. After each step, we organize a summary of experiences at each level to promptly detect limitations for timely correction. Thanks to that, the city's annual military recruitment target is guaranteed in both quantity and quality. In 2015, we were assigned to recruit 140 young people, up to this point, the city has finalized the number of soldiers and is preparing all aspects for the military recruitment day...”.
Before each recruitment period, the City Military Service Council organizes extensive propaganda and education on the Law on Military Service and the revolutionary tradition of the homeland in many forms to each block and hamlet. The City Military Command also regularly sends cadres to coordinate with local departments, branches and organizations to grasp the family circumstances, moral qualities, culture, health and thoughts and aspirations of each young person to propagate and mobilize. For the preliminary recruitment work, the City Military Command promptly deploys plans and guides wards and communes in the area to coordinate with the City Health Department to organize serious and strict implementation, ensuring democracy, fairness and quality. During the recruitment examination process, the Military Command coordinates with the City General Hospital to arrange examination rooms, use modern medical equipment and a team of experienced doctors and nurses to organize strictly and seriously.
After finalizing the number of soldiers, the Military Command also directed the Military Command of wards and communes to closely coordinate with the police to strictly manage the number of selected young men and regularly report to the agency any developments for timely handling. At the same time, the implementation of policies and regimes for young men leaving for military service also received special attention from localities such as: Opening classes to foster awareness of the Party, organizing military camps, large-scale and solemn military handover and acceptance ceremonies, and departments, branches and organizations giving gifts worth 1.5 to 3 million VND to young men leaving for military service... When soldiers return to their localities after being discharged from the army, the city organizes a solemn welcoming ceremony, presents gifts, provides vocational guidance and creates job opportunities for each person in the area.
Implementing each stage and step at each level closely and effectively, the number of military recruits in Vinh City every year is always guaranteed, and the quality is increasingly improved. The number of young people who are party members, have been trained through secondary schools, colleges, universities or are on the payroll of agencies and enterprises participating in the military is increasing day by day. That shows the sense of responsibility, as well as the level (quality) of young people in the city is increasingly improved, contributing to providing an important source for military units in each recruitment period.
