Socialization of health care in Dien Chau

Many directives, resolutions, projects, guidelines and policies on health care work have been issued and received positive responses from all walks of life. Thanks to that, the socialization of health care activities in Dien Chau has achieved many positive results.
The highlight of the socialization of health care in Dien Chau is the construction of communes that meet national health standards. The District People's Committee has issued a Project to build communes that meet national health standards for the 2006-2010 period, perfecting and consolidating the Steering Committee for People's Health Care, the Steering Committee for Building Communes with National Health Standards from the district to the commune level. Every year, the District People's Committee assigns specific targets to each commune and the Chairman of the Commune People's Committee signs a commitment with the District Steering Committee. Along with that, the District People's Committee has policies to support commune health care such as: supporting 10 million VND for communes that meet national health standards, 60 million VND for health stations that are considered heroic units, supporting tuition fees for cadres to study to become doctors, supporting 1 million VND/year for doctors working at commune health stations.

In particular, every year the District People's Committee has a policy of supporting the health sector with funds to coordinate with the Military Medical Academy and Thai Binh Medical University to train medical staff for commune health stations. The health center coordinates with the General Hospital to strengthen the direction of the line, promote activities at commune health stations such as: health education and communication, environmental sanitation, disease prevention, effective management and implementation of national health projects and programs, improve medical ethics and professional qualifications for commune health staff, improve the quality of medical examination and treatment and primary health care for people, implement medical examination and treatment using traditional medicine, build medicinal herb gardens at commune health stations.
Thanks to that, the policy of socializing healthcare and building a commune that meets national healthcare standards in Dien Chau has been actively responded to by Party committees, authorities, departments, organizations and people. Most communes and towns have mobilized contributions from the community and hundreds of millions of VND from local budgets to invest in building, renovating and upgrading the infrastructure of medical stations, purchasing additional medical equipment and instruments. Up to now, 100% of commune health stations have solid or semi-solid houses, with enough functional rooms and basic medical equipment and instruments to meet the criteria of national healthcare standards. Many communes have invested billions of VND to build 2-storey houses such as Dien Van, Dien Hung, Dien Loc... Some stations already have testing machines such as Dien Hai health station or ultrasound machines and X-ray machines such as Dien Lam.
In addition, Dien Chau is also a leading district in implementing the policy of establishing a fund for health career development in communes and towns. From the Dien Van commune model, in recent years, many communes such as Dien Ky, Dien Thang, Dien Dong, Dien Hung, Dien Thap ... have maintained this type of fund well on the basis of calling for voluntary contributions from people, with an annual fund amount of 30 - 40 million VND. Thanks to these activities, up to now, the grassroots health network in Dien Chau has been relatively developed with 36/39 communes meeting national health standards, 100% of hamlets (448/448) hamlets have village health workers, 100% of health stations for obstetricians and pediatricians or secondary school midwives, 100% of communes have doctors (including 28 doctors from the 58 staff, 6 contract doctors and 5 doctors reinforced from the district).
In addition, the district has encouraged the development of the non-public health system to diversify health care activities for the people, provide timely support to commune health stations and reduce the burden on district hospitals. The district has made calls and created favorable conditions in terms of procedures and premises for the establishment of Phu Dien General Hospital. Dien Chau is also the first district to have a private hospital in the area. In addition, the district currently has nearly 20 clinics, pharmacies and more than 40 private medical and pharmaceutical establishments.
State management of private medical and pharmaceutical practice activities is focused. Every year, the District People's Committee has directed the Medical Center to proactively develop an inter-sectoral inspection plan on private medical and pharmaceutical practice, and at the same time guide and strictly manage the activities of private medical facilities in the area. Doctor Cao Van Tuong - Director of Dien Chau District Medical Center said: "In the coming time, the Medical Center will continue to advise the District People's Committee to strengthen propaganda policies on socialized health care, expand and develop funds for health care in communes, train and attract staff to further improve the quality of medical examination and treatment facilities in the whole district".
