Difficulty of resettlement migration


From the high point of the Hua Na hydroelectric project, we can see a part of the western region of Thanh Hoa and a part of the vast wilderness of our brotherly Laos. After a bit of surprise at the result: 8/10 of the total volume has been done, with a dam 366.9 m long, a peak of 244.7 m, a water tunnel 3,826 m long; diameter of 7.3m, a hydropower plant with a reservoir basin of up to 5,345 km2 (nearly 36% of the district's natural area), so the reservoir area directly affects 5 communes (out of a total of 14 communes and towns of the district), and 1,361 households are subject to resettlement, accounting for 10.05% of the total number of households in the district (as of June 2010), so it can be affirmed that since the establishment of the district (April 19, 1963), this is the largest land concession and resettlement taking place in Que Phong. To annually supply about 722 million kWh of electricity, the two communes of Dong Van and Thong Thu are considered submerged under the lake.

However, most of the remaining work is "stuck" in compensation for land acquisition and resettlement, because by February 9, 2012, only 103/1,361 households had been moved out of the reservoir area, and thousands more households. The land acquisition package is the most difficult and arduous, and must be relocated before June 15. This work requires the mobilization of the entire district Party Committee, Que Phong district government, and a number of provincial departments and branches. Of the 16 resettlement sites to relocate 1,361 households, only Pieng Cu (Tien Phong commune) has brought 103 households to live, while the remaining 15 sites are in the process of leveling the ground. With these 103 households already settled, people still do not have land to produce, and besides the monthly rice support, they do not know how to live in the long term. At Pieng Cu point, two wells have been dug but are still unusable. Due to the lack of clean water, people have to use stream water for drinking and cooking.

The main investors include 2 economic groups Petrovietnam and Lilama, with capital contributions from major shareholders including Military Commercial Joint Stock Bank, Saigon Commercial Joint Stock Bank, Financial Investment and Consulting Joint Stock Company, Saigon Securities Company... There is no shortage of money to relocate people, the thing to worry about is how to do it. From the beginning, the investor signed a contract to hand over the entire land acquisition and clearance package to the local government with a mountain of work to do: Finding new land to arrange 16 destinations, building 1,361 new houses, welcoming the same number of households to be relocated out of the reservoir area, finding production land at the destination for the same number of households of ethnic minorities, along with countless arising problems and difficulties that must be resolved for the people.

Struggling to overcome

Meeting Mr. Tran Quoc Thanh - Secretary of Que Phong District Party Committee, he said: The district Party Committee and government have mobilized all available forces. Right from Monday morning (January 30, 2012 (the eighth day of the first lunar month of Nham Thin), all staff and workers of Que Phong district agencies have been in position: Actively coordinating with provincial departments, branches and sectors to find enough land to arrange the construction of 16 new resettlement sites, relocate 1,361 houses out of the reservoir area, and find enough land for that number of households to produce to create enough food and clothing for the people in the long term. The district's socio-political organizations spread out to stay in the villages in the reservoir area to persuade and persuade the people, and roll up their sleeves to help the people move their belongings.

The results of the site clearance work for the TĐHN project did not meet the set progress requirements, the remaining workload was very large... The Provincial People's Committee focused on directing Que Phong district and related departments and branches to resolutely take action to remove all bottlenecks in this "battle". The Provincial People's Committee established a working group consisting of a number of experts from related departments and branches to coordinate with the Que Phong district People's Committee to resolve all problems related to the Land Law, Investment Law, and State policies for ethnic minorities.

Workers witnessed the signing ceremony of the commitment to speed up construction progress.

In addition, the Company also organized a launching ceremony for emulation, coordinated more closely between levels, sectors, and local authorities to well organize the implementation of compensation, resettlement, and site clearance tasks, creating conditions for contractors to implement construction works according to the set schedule.

At the launching ceremony, representatives of the four parties signed a commitment to compete to complete the task, in which: Que Phong District People's Committee committed to complete the resettlement sites before April 30, 2012, moving 900 households below the elevation of 226m out of the reservoir area. TĐHN Joint Stock Company committed to arrange enough capital, timely disbursement for compensation and resettlement. Song Da General Contractor committed to complete the synchronous construction of project items; Lilama General Contractor committed to supply, manufacture and install synchronous equipment for project items to ensure reservoir water storage by June 15, 2012 and electricity generation in the fourth quarter of 2012.
