On June 28, 2012, the People's Committee of Nghe An province approved the detailed planning for the construction of the General Chu Huy Man Memorial House in Phong Hao hamlet, Hung Hoa commune, Vinh city. This is a project of profound political significance, to commemorate and honor the great contributions of General Chu Huy Man to his homeland and country, while educating the spirit of patriotism for the people, especially the young generation, and serving the needs of sightseeing and tourism in the area.

This is a project of profound political significance, to commemorate and honor the great contributions of General Chu Huy Man to his homeland and country, while educating the spirit of patriotism for the people, especially the young generation, and serving the needs of sightseeing and tourism in the area.

General Chu Huy Man (Real name: Chu Van Dieu. Aliases: Vu Chan, Le The My, Tran Thanh Lac, Hai Manh, Thao Chan) was born into a poor farming family in Hung Hoa commune, Hung Nguyen district - now Vinh city. His father died early when he was only 14 months old. His mother single-handedly raised 8 children to study. At the age of 7, he went to study Chinese at the village school, which was then in Yen Luu commune, Yen Truong canton, Hung Nguyen district (now Vinh city).

In 1925, he began to awaken to the revolution. In 1929, he joined the revolution. During the Nghe Tinh Soviet movement, he joined the Red Self-Defense Force and was the Deputy Captain of the Commune Self-Defense Force. At the end of 1930, he was admitted to the Communist Party of Vietnam at the age of 17. The August 1945 General Uprising was successful, and he was elected Deputy Secretary of the Provincial Party Committee, then Political Commissar of the Quang Nam Provincial Party Committee. At the end of 1945, his superiors sent him to work in Hue, holding the position of Chairman of the Military Political Committee of Zone C, including 4 provinces of the North Central Coast, and Political Commissar of Road 9 Dong Ha, Savannakhet. At the end of 1946, he was sent to the North and assigned to be the Head of the Party Building Inspection Committee of the Viet Bac Military Region Committee, then transferred to the army to serve as Regiment Commander of the 72nd and 74th Cao Bang Regiments, and then as Political Commissar of the 174th Regiment of Cao - Bac - Lang. He commanded the 316th Division in many campaigns. Especially in the 1953-1954 Winter-Spring campaign, his Division was ordered to the Northwest and then participated in the historic Dien Bien Phu Campaign. His Division was honored to fight the opening battle of the campaign, destroying the Him Lam stronghold on March 13, 1954. In August 1954, he was the Head of the Party Secretary of the Vietnamese Military Expert Group in Laos, helping the Lao Revolution build its armed forces. In 1957, he held the position of Political Commissar of Military Region 4; in 1958, he was Political Commissar of the Northwest Military Region and Secretary of the Northwest Regional Party Committee. From the end of 1959 to December 1960, he was assigned as Head of the Expert Advisory Group to help the Lao Revolution build its armed forces, holding the position of Head of Group 100. In 1961, he served as Commander, Political Commissar, and Party Secretary of Military Region 4. In 1962, he was sent to study at the Soviet Union's Frunde Military Academy. In September 1963, he was sent to the battlefield of Military Region 5, holding the following positions: Head of the Inspection Group of the Central Military Party Committee to study the situation in Region 5, Deputy Secretary, and then Secretary of Military Region 5. In August 1965, he served as Commander, Political Commissar, and Party Secretary of the B3 Front - Central Highlands. From 1967 to 1975, he served as Commander of Military Region 5 and Deputy Secretary of the Military Region Party Committee. From 1975 to 1976, he was Political Commissar, Commander, and Party Secretary of Military Region 5. During the Spring General Offensive and Uprising in 1975, he was Political Commissar of the Hue - Da Nang campaign.

At the 4th National Congress of the Party in 1976, he was elected as a member of the Politburo and appointed to hold the position of Deputy Secretary of the Central Military Party Committee, Head of the Inspection Committee of the Central Military Party Committee, Director of the General Political Department (1977-1986), in charge of assisting the Lao Revolution, Director of Nguyen Ai Quoc School (1980). He was a National Assembly delegate for the 2nd, 6th, and 7th terms, elected by the National Assembly as Vice Chairman of the State Council for the 7th term (1981-1986), a member of the Central Executive Committee of the Communist Party of Vietnam for the 3rd, 4th, and 5th terms, and a member of the Politburo for the 4th and 5th terms.

General Chu Huy Man is a military talent of the country. During more than 11 years in Military Region 5, the campaigns under his direct command were all victorious. He was not only a sharp commander but also a person with a special talent in building political and military capacity, trust and ethics for the units and subordinates under his command. General Chu Huy Man is a general closely associated with the Land of a Million Elephants, with the Lao Revolution. He made great contributions in helping the neighboring country build an army, build a resistance force for independence, fight to protect the achievements of the revolution and independence, and was one of the people with great contributions in building the solidarity between Laos and Vietnam. He was an "Outstanding Advisor", "The best Advisor of all time" of the people of the Lao ethnic groups. Few people know that, in the early days of 1946, he was present on the Sepon River in Lower Laos. Throughout his life, General Chu Huy Man devoted all his will, strength and intelligence to contributing to the revolutionary cause of the nation.

To honor and affirm the great contributions of the General to the revolutionary cause of the Party, the nation and our army, contributing to educating the tradition of patriotism and revolution for cadres, party members and people in the heroic Soviet homeland, on June 28, 2012, the People's Committee of Nghe An province issued Decision No. 2328/QD - UBND.CN approving the detailed planning for the construction of the General Chu Huy Man Memorial House in Phong Hao hamlet, Hung Hoa commune, Vinh city on an area of ​​4,315m2. The 1-storey memorial house is designed in the traditional cultural architecture of 3 rooms and 2 wings. In addition, the project also has a guest house, a restoration house, a garden, a walking path, a parking lot..., especially a green tree system including many types of shade trees such as banyan, bodhi, royal poinciana, purple crape myrtle, yellow frangipani... and fruit trees familiar to the homeland such as royal banana, orange, grapefruit, sweet star fruit, sapodilla, star apple, longan... The entire project has a total investment of over 13 billion VND, of which the provincial budget supports 5 billion VND, Vinh city budget 500 million VND, descendants of the family contribute nearly 3 billion VND, the rest is assigned to the People's Committee of Hung Hoa commune to be responsible for mobilizing from socialized sources.

On August 28, 2012, the General Chu Huy Man Memorial House officially started construction, expected to be put into use, serving the people on the occasion of the 100th anniversary of the General's birth (March 17, 1913 - 2013). After completion, the project will be a "red address" to educate the younger generation about tradition, becoming an attractive tourist destination for domestic and foreign tourists, meeting the long-standing wishes of the Chu family's descendants.
