Hoang Son Group Corporation failed to present a license to operate a tower crane.
(Baonghean.vn) - Information that Hoanh Son Group Joint Stock Company could not present valid documents to operate a tower crane at the construction project with a height of 74.9m was given by Chairman of Hung Dung Ward People's Committee (Vinh City), Mr. Nguyen Ngoc Khanh at the end of April 30, 2020.
According to the Chairman of Hung Dung Ward People's Committee, Mr. Nguyen Ngoc Khanh, performing the task assigned by Vinh City People's Committee in Document No. 1650/UBND-QLDT, on the morning of April 30, 2020, the ward inspected the use of tower cranes by Hoanh Son Group Joint Stock Company - the investor of the Hoanh Son Trade Center, Hotel and Service Project.
After inspection, this company still could not present construction methods using tower cranes that were assessed and approved by the Department of Construction. Therefore, Hung Dung Ward People's Committee continued to make a record, requesting the suspension of all tower crane activities at the construction site.

The direction of Vinh City People's Committee in Document No. 1650/UBND-QLDT dated April 6, 2020 to Hung Dung Ward People's Committee is: "By April 30, 2020, the construction measures using tower cranes have not been presented, which have been appraised and approved by the Department of Construction. Hung Dung Ward People's Committee has been assigned to coordinate with Vinh City Order Management Team to set up a corrugated iron fence (leaving only one barrier gate) to prevent further construction at the project". However, the Chairman of Hung Dung Ward People's Committee said that the measures to prevent Hoanh Son Group Joint Stock Company from using tower cranes will be implemented by Hung Dung Ward People's Committee in coordination with functional forces immediately after the holiday, that is, on May 4, 2020.
The Hoanh Son Trade Center, Hotel and Service Project of Hoanh Son Group Joint Stock Company is implemented on land plot No. 17, Nguyen Phong Sac Street, Vinh City. This land plot borders Nguyen Phong Sac Street to the Southeast and the busy alley road to the Northwest.g4m, Northeast and Southwest border residential land. Total area of land for project implementation is 2,492.7m2; construction area 1,631.34m2, adjacent to residential buildings; building height up to 74.9m (20 floors and 1 basement).
Regarding the tower crane dossier of Hoanh Son Group Joint Stock Company, in Document No. 766/SXD-HDXD dated March 31, 2020, the Department of Construction pointed out many shortcomings. It is worth mentioning that the technical inspection record shows that the tower crane's inspection expired on December 23, 2018; regarding the construction method drawing dossier, it does not show measures to ensure safety for people, equipment and works in the operating area of the tower crane; measures to ensure safety when lifting materials to high places...; measures to prevent falling objects; measures to ensure safety when there are winds of level 5 or higher or storms...

Regarding the act of installing a tower crane by Hoanh Son Group Joint Stock Company at the Hoanh Son Trade Center, Hotel and General Service Project, Nghe An Electronic Newspaper on April 23, 2020 reported in the article "Vinh City suspends the operation of the tower crane of Hoanh Son Group Joint Stock Company". On March 18, 2020, the People's Committee of Hung Dung Ward, after inspection, pointed out in the Status Inspection Record No. 15/BB-UBND that there was a violation.Directive No. 18/CT-UBND dated November 28, 2016 of the Provincial People's Committee. On March 19, 2020, the Vinh City Order Management Team in Report No. 19/BC-TTDT also affirmed that Hoanh Son Group Joint Stock Company installed a tower crane with a height of about 20m, a lever length of about 45m, beyond the project land area but could not present the required documents and procedural records.
On April 6, 2020, Vinh City People's Committee issued Document No. 1650/UBND-QLDT requesting Hoanh Son Group Joint Stock Company to suspend all activities of tower cranes and ensure that the installed tower crane does not extend its boom beyond the project area; be responsible for ensuring absolute safety in the area surrounding the project and take full responsibility before the law if any incident occurs. At the same time, it is required that if before April 30, 2020, Hoanh Son Group Joint Stock Company fails to present construction methods for works using tower cranes approved by the Department of Construction, it is required to immediately dismantle the tower crane.

Vinh City People's Committee also assigned the People's Committee of Hung Dung Ward to preside over and coordinate with the Vinh City Order Management Team to organize the suspension of the operation of the tower crane at the Hoanh Son Trade Center, Hotel and General Service Project. In case the Investor does not comply or by April 30, 2020 still cannot present the construction method using the tower crane that has been appraised and approved by the Department of Construction, the People's Committee of Hung Dung Ward will coordinate with the Vinh City Order Management Team to set up a corrugated iron fence (leaving only one barrier gate) to prevent further construction at the project; request the Vinh City Police to support when necessary.
Regarding the use of tower cranes in the province, on November 14, 2016, in Vinh city, there was an accident where a tower crane collapsed while constructing an apartment building next to Le Viet Thuat High School. This accident led to the tragic death of an 11th grade male student. Therefore, on November 28, 2016, the Provincial People's Committee issued Directive No. 18/CT-UBND to strictly manage the use of this specialized machinery and equipment.
Regarding the scope of installation and operation of tower cranes, Directive No. 18/CT-UBND clearly states: “The parts of the tower crane, when operating or not operating, must not extend beyond the land area assigned to the investor for project implementation. In particular, it is absolutely forbidden to use tower cranes if there are residential areas or areas with community and residential activities around the construction site.
