In the general difficult conditions of the economy, to reduce transportation costs, storage costs, and at the same time promptly supply products to meet market demand in some areas of the Western districts of Nghe An, in 2012, Vicem Hoang Mai Cement Joint Stock Company signed a contract to lease Vicem Hoang Mai cement grinding at Trang Thi Joint Stock Company, located at the Industrial Cluster of Nghia My Commune, Thai Hoa Town, Nghe An Province.
According to the contract, Vicem Hoang Mai Cement Joint Stock Company will provide clinker with guaranteed grade CPC 50 or higher, in accordance with Vietnamese standard TCVN 7024:2002; all clinker batches are quality tested and samples are taken as a basis for comparison, inspection and quality monitoring by the two parties delivering and receiving. All batches of cement products after being ground and processed at Trang Thi Joint Stock Company are analyzed, strictly tested by Vicem Hoang Mai Cement Joint Stock Company and issued with test result certificates when they meet the quality standards, then the products are released to the market. The test result certificates will be issued by Vicem Hoang Mai Cement Joint Stock Company to Trang Thi Joint Stock Company in 2 copies: 1 copy sent directly to the customer and 1 copy kept by Trang Thi Joint Stock Company.
Immediately after receiving information from Nghe An newspaper on May 8, 2012 reflecting on the quality of the cement batch ND-B4-TT-009, Vicem Hoang Mai Cement Joint Stock Company checked the stored samples, tested the batch before releasing it to the market, and worked with Trang Thi Joint Stock Company. The results are as follows:
Analysis of the experimental sample of the above cement batch ND-B4-TT-009 shows that the compressive strength, Pma (N/mm2) after 3 days reaches 20.05 and after 28 days reaches 45.09, the setting time starts at 105 minutes, ends at 145 minutes, and the sulfuric anhydride content is 1.79%. With the above analysis results, compared with the standards, the quality of cement batch ND-B4-TT-009 ensures quality and meets Vietnamese quality standards.
Regarding the incident mentioned by your Newspaper, in reality, the customer had complained about the quality of the ND-B4-TT-009 cement batch to Trang Thi Joint Stock Company (Vicem Hoang Mai Cement Joint Stock Company did not receive this complaint from the customer). Accordingly, Trang Thi Joint Stock Company arbitrarily sent someone to resolve the issue with the customer without notifying Vicem Hoang Mai Cement Joint Stock Company to have it resolved in accordance with Vicem Hoang Mai Cement Joint Stock Company's customer complaint resolution process.
- Customer complaints about slow setting of cement batch ND-B4-TT-009 may be due to the following reasons:
+ Mixing of concrete and mortar is not in the correct proportion according to regulations.
+ Improper concrete and mortar maintenance process.
+ Slow curing due to the influence of environmental temperature during construction.
- After receiving feedback from your Newspaper, Vicem Hoang Mai Cement Joint Stock Company sent staff directly to the construction sites to inspect and determine that the setting time of concrete and mortar was slow due to the influence of the weather. Currently, the projects using Hoang Mai cement mentioned by your Newspaper have all set well, ensuring technical standards and the project owners are continuing to use Vicem Hoang Mai cement to complete the remaining works.
The handling of customer complaints by Trang Thi Joint Stock Company is not in accordance with regulations. However, Trang Thi Joint Stock Company has supported 25 million VND for customers, which up to now has been determined to be of guaranteed quality, demonstrating goodwill in working with customers to resolve the matter.
