Vinapco Aviation Petroleum Company smuggled 422,000 liters of gasoline?

The Anti-Smuggling Investigation Department - General Department of Customs has just completed the investigation and transferred the case to the Security Investigation Agency - Ministry of Public Security to conduct legal proceedings for the smuggling case of more than 420,000 liters of gasoline under the name of Aviation Petroleum One Member Limited Liability Company (Vinapco).
According to records, since July 2012, Vinapco has completed procedures to temporarily import 422,000 liters of RON 92 gasoline (worth about 8 billion VND) into the warehouse at Dinh Vu port, Hai Phong.

After that, this company opened 7 declarations to re-export the entire shipment from Hai Phong to Cao Bang to deliver to the Chinese partner. However, in reality, this company did not re-export but transported it to Thai Binh, Phu Tho, Thai Nguyen and Hai Duong provinces for domestic consumption in July 2012.
According to the customs agency, with this action, Vinapco Company evaded about 2.5 billion VND in taxes.
Mr. Nguyen Van Tho, Head of Information Collection and Processing Department, Anti-Smuggling Investigation Department - General Department of Customs said: "We are focusing on completing the procedures and transferring them to the authorities, and the specific subjects will have to continue to be clarified."
Mr. Tho also said that according to the documents obtained by the investigation, the agency has investigated and collected evidence and has the basis to conclude that the goods are consumed domestically and have sufficient elements to constitute the crime of smuggling.
“This is a temporary source of imported gasoline, so in principle it must be re-exported abroad. If businesses want to consume domestically, they must seek permission from the authorities and agree to pay taxes,” said Mr. Tho./.According to VOV-M
