On the afternoon of October 11, Traffic Police Team No. 3 said that the incident was carried out by the team's patrol team at 10:15 a.m. on October 11, at km 663, Ho Chi Minh road, passing through Nghia Loc commune, Nghia Dan district, Nghe An.

At the above time, the Working Group was on duty at the above mentioned km to inspect a small truck with license plate 36C-133.69 driven by Mr. Do Xuan Phuong (born in 1987, residing in village 4, Xuan Truong, Tho Xuan, Thanh Hoa).
