Nghia Loc promotes the strength of great solidarity, building a comprehensive and sustainable commune
In the 2020 - 2025 term, despite facing many difficulties from the Covid-19 pandemic and natural disasters, the two communes of Nghia Long and Nghia Loc (old) have united and made efforts to achieve many important achievements in various fields. This is a solid foundation for the Nghia Loc commune (new) after the merger to be determined to promote the strength of great national unity, innovation, and bring the locality to comprehensive and sustainable development.
Inheriting achievements, affirming new position
Nghia Loc Commune was established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 15th National Assembly, on the basis of merging the original Nghia Long commune (old) and Nghia Loc commune (old), with a natural area of 62.9 km², a population of more than 25,000 people; of which, more than 7,300 people follow Catholicism (nearly 30%), more than 3,700 ethnic minorities (more than 15%).
The Commune Party Committee was established under Decision No. 3632-QD/TU dated June 18, 2025 of the Nghe An Provincial Party Committee Executive Committee, officially operating from July 1, 2025, including 43 subordinate Party cells with 685 Party members.
During the 2020 - 2025 term, the two old communes achieved stable socio-economic results, with an average growth rate of 8-9%/year. The average income per capita in 2025 is estimated at 52 million VND. Agriculture develops in the direction of commodities, applying high technology; effectively shifting the structure of crops and livestock; large-scale livestock farming, vaccination reaching 85-90% of the total herd. Forestry planted 450 hectares of new forest, sustainable exploitation. Aquaculture output 120 tons/year. New rural construction achieved outstanding results: both old communes met new rural standards, Nghia Long met advanced standards.
Industry, handicrafts and trade - services grow, attracting investment projects. The total local budget revenue averages 12-15 billion VND/year. Science and technology, digital transformation are promoted in production and administrative management. Resources and environment are strictly managed, the waste collection rate reaches 90%.
Culture and society have made much progress. Education has effectively implemented the new program, 100% of 5-year-old children attend school, schools meet national standards. The movement "All people unite to build a cultural life" is associated with the new countryside; preserving the identity of ethnic minorities.
Communication information is promoted through radio and social networks. Health care is improved, Covid-19 epidemic prevention is effective; medical stations meet national standards. Natural population growth is 0.8%, child malnutrition rate is reduced to 12%. Labor, employment, social security are focused, poverty is reduced sustainably.
Party building work is given comprehensive attention. The Party Committee leads the implementation of the Central, provincial and district resolutions; innovates ideological, ethical and organizational work. Implements the model of "four good party cells", "four good grassroots party committees"; admits 96 party members (49 in Nghia Long, 47 in Nghia Loc); the rate of party organizations and party members completing their tasks well is over 90%. The work of cadres is democratic and public; training and fostering improve the quality of the team.
Inspection and supervision work was strengthened: The Party Committee conducted 34 inspections and 10 supervisions of 25 Party cells and 45 Party members; the Inspection Committee conducted 31 inspections and 13 supervisions of 35 Party cells and 84 Party members; 13 Party cells and 26 Party members were inspected for signs of violations. The People's Council and People's Committee activities were innovated; the Fatherland Front and mass organizations mobilized solidarity and participated in Party and government building.
National defense and security were maintained, military recruitment targets were met; the movement for the entire people to protect national security developed extensively. However, there were still limitations such as limited resources, large areas, large populations with many specific factors, and impacts from epidemics and natural disasters.
Breakthrough development, building advanced new countryside
The first Congress of the Party Committee of Nghia Loc commune, term 2025 - 2030, sets out the general goals: Promoting the strength of great national unity; building a clean and strong political system; innovation; determination to bring the commune to comprehensive and sustainable development, reaching advanced new rural standards.
By 2030, strive for an average economic growth rate of 10-11%/year; average income per capita of 75-80 million VND/year; strong economic restructuring, agriculture below 45%; poverty rate below 2.5%; trained labor force reaching 70%; universal health insurance participation rate; access to information and Internet reaching 90%; reducing child malnutrition to 11.6%.
To implement, the commune focuses on breakthroughs: Developing high-tech agriculture, linking value chains; building synchronous infrastructure associated with new rural areas; digital transformation, green economy, circulation. Solutions: Promoting crop restructuring, attracting agricultural projects; investing in transportation, irrigation, electricity and water; applying science and technology; improving education, culture, health, social security; consolidating national defense and security; building a strong Party, improving political and ideological work, organization, inspection and supervision, mass mobilization, and anti-corruption.
With the slogan of action "Solidarity - Democracy - Innovation - Development", the Party Committee, government and people of Nghia Loc commune are determined to overcome challenges, promote the tradition of solidarity, innovation and creativity, exploit potential advantages, successfully implement the resolution of the 1st Congress, contributing to the development of Nghe An province to be rich, civilized and prosperous.
