(Baonghean) - There are things that, when we first hear or see them, we think they are new and good, so we quickly praise and respond. But in fact, they are not necessarily new, and the loud praise can sometimes be counterproductive.

As the recent public opinion has been full of praise for the fact that the Quang Binh Provincial Party Committee requested the heads of units under the management of the Provincial Party Committee Standing Committee to sign a commitment to fulfill the responsibilities of the head and deputy head of the agency or unit. The commitment has very clear terms that if the activities are sluggish, causing internal disunity or allowing family and relatives to participate in activities that affect personal responsibilities; if the work is delayed, blocked, or harassed... then resign, if they do not resign, the Provincial Party Committee will resolutely transfer them to another job... At first glance, it seems like a new and positive movement in the work of cadre management. But in reality, it is not quite like that.

First of all, it must be admitted that this is a way to clearly demonstrate the determination of local leaders to tighten administrative discipline, enhance the responsibility of performing public duties of the leadership team in agencies, localities and units in the province, avoid abuse and exploitation of positions to pursue personal interests - a rather sensitive issue, causing much anxiety and discontent in society and very difficult to resolve completely overnight.

But if we delve into the research and consider it carefully, it is not necessarily a good thing to do so. Because signing a commitment in that way has revealed a weakness, a worrying reality in the public apparatus, which is not strictly implementing the Law on Cadres and Civil Servants. Because Article 18 of this law clearly stipulates what cadres and civil servants are not allowed to do related to public ethics.

Including: Evading responsibility, shirking assigned tasks; causing factionalism, disunity; voluntarily quitting work or participating in strikes. Using state and people's assets illegally. Taking advantage of, abusing duties and powers; using information related to public service for personal gain. Discriminating against ethnicity, gender, social class, beliefs, and religion in any form. If violated, depending on the severity, disciplinary action may range from warning to dismissal or forced resignation.

At first glance, it can be seen that the Law on Cadres and Civil Servants has clearly stipulated the contents that cadres and civil servants are not allowed to do, and if they violate, they will be disciplined, no different from the contents that Quang Binh province has just forced leaders of departments, branches, agencies, localities, and units to sign a commitment not to violate. From that, it can be inferred that if the Law on Cadres and Civil Servants is strictly implemented by cadres and civil servants from top to bottom, there will not be delays, congestion, and profiteering in the performance of public duties, causing people to complain and work to be delayed to the point that the Provincial Party Committee has to force subordinates to sign a commitment.

To be fair, signing a commitment to promote the improvement of spirit and responsibility in performing assigned tasks of the staff, especially the leaders, is necessary and does not violate the law. But the side effect of that action is to make people forget and take lightly the Law on Cadres and Civil Servants. Because the law has clearly and fully stipulated similar contents, then just implement it. Whoever is wrong, whoever violates will be handled according to the law, without leniency or concession, so why create more regulations and commitments that are no different from a kind of "sub-license".

Furthermore, this method of binding responsibilities by signing commitments has been widely used in other industries, fields and localities, but the results have not been as expected. The evidence is that many places have signed commitments not to allow overloaded vehicles or smuggling to occur.

If this happens, the leaders and responsible agencies will be dealt with in this way or that way, but overloaded vehicles will still run all over the roads, smuggling will continue to occur more and more seriously, and no one will be dealt with as committed. Therefore, the signing of the commitment, let me say frankly, is only superficial, mainly to show and promote determination. How effective it will be cannot be confirmed, but it largely depends on whether the monitoring and handling actions are resolute and strict from the superior management agencies or not.

Therefore, the best way is to properly, fully and seriously implement the provisions of the law. Create a habit of unconditionally respecting the law, not setting conditions like this or that before you will comply. Just act according to the law, handle things according to the law, there is no need to make a commitment!
