Voters propose to strictly and decisively handle 10 "major corruption cases"
In preparation for the 6th session of the 13th National Assembly (NA), the Presidium of the Central Committee of the Vietnam Fatherland Front (VFF) coordinated with the NA Standing Committee to synthesize 1,129 opinions and recommendations from voters and people nationwide sent to the NA.

The report of the Central Committee of the Vietnam Fatherland Front stated that regarding the amendment and supplementation of the 1992 Constitution, voters and people expressed their wish that the National Assembly sincerely listen to the people's opinions and absorb as much as possible reasonable opinions; the provisions of the 1992 Constitution and previous Constitutions that are still suitable should be inherited; issues of principle, belonging to the nature of the political regime and our State need to continue to be affirmed. Regarding the draft Law on Land (amended), the content that most voters are interested in and recommend is the issue of land recovery.
Voters and people highly approve of the regulations on land recovery for the purposes of national defense, security and national and public interests. However, for the purpose of socio-economic development, there are still many concerns and disagreements.
Voters also recommended that the Government direct the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment and other sectors and levels to pay special attention to strengthening forest protection, irrigation and flood and storm prevention; strictly manage and clearly define the responsibilities of relevant ministries and sectors in ensuring the quality of works and safety of reservoirs and hydroelectric dams, especially in the Central region, to avoid the situation where people have to suffer from storms and floods while also being affected by flood discharges causing inundation; improve the capacity to forecast storms, floods and other natural disasters early to promptly respond.
The report synthesizing opinions and recommendations also mentioned a number of incidents that caused public outrage stemming from the lack of responsibility of hospital leaders and the lax management of health authorities, such as: the case of "cloning" blood tests at Hoai Duc General Hospital, Hanoi; the use of hepatitis B vaccine leading to deaths in Quang Tri and a number of localities...
Therefore, the Government needs to direct the Ministry of Health and local authorities to clarify responsibilities and strictly handle violations of each agency and individual at each management level...
Regarding environmental issues such as the improper burial of expired pesticides by Nicotex Thanh Thai Joint Stock Company in Thanh Hoa province; the transportation and treatment of feces and waste from airplanes at Noi Bai airport, voters said it is necessary to clarify the responsibility of competent authorities in lax environmental management; increase penalties and strictly handle individuals who are leaders of enterprises that commit violations causing serious environmental consequences.
Abuse of administrative discipline
Regarding the situation of anti-corruption and waste prevention and control, the Report said that voters and people are very interested in and welcome the establishment of 7 working groups by the Central Steering Committee on Anti-Corruption to inspect and supervise the inspection, prosecution, investigation, supervision and trial of recent serious and complicated corruption cases and hoped that in the coming time, anti-corruption work will have clear changes.
However, voters and people also believe that, in recent times, the work of preventing, detecting and handling corruption has been limited. The corruption situation remains complicated and shows no signs of abating. Anti-corruption measures in many places are still formal and ineffective.
Corruption cases are mainly discovered through denunciations from the people and the press; self-discovery and detection through inspection and examination are still very limited. In particular, the handling of corruption acts shows signs of leniency, there is still a situation of abusing administrative discipline to not prosecute cases, suspend cases, suspects, and let criminals escape.
Voters and people recommend stepping up inspection, examination, investigation, prosecution, trial and strict and decisive handling of major corruption cases that have been discovered, especially 10 serious and complicated corruption cases.

Delegate Le Nhu Tien: Must clarify responsibility for waste and corruption
This time the Government reports to the National Assembly on the economic and social fields, crime prevention, corruption... These reports are quite comprehensive and complete, however what the National Assembly deputies and voters are interested in are the causes and solutions.
In particular, it is necessary to clearly state the responsibilities of the relevant agencies and units, the responsibilities of the heads and specific individuals. If the responsibilities are not clear and not resolutely handled, then after talking about it, things will go back to the way they were. For example, the recent hydropower planning issue has caused huge consequences to people's lives and the environment.
Due to widespread hydropower development, some dams have broken and floodwaters have been released indiscriminately, affecting people's lives. Not to mention that to produce 1 MW of electricity, 27 hectares of forest must be destroyed.
