Do Luong voters propose to consider granting mineral exploitation licenses on Lam River

(Baonghean.vn) - Voters in Do Luong district reported that the licensing of mineral exploitation on Lam River section passing through the district is unscientific, close to key national projects and causing landslides in the river section where many people live and work. Propose that the Provincial People's Committee study and consider revoking it.

The competent authority responded to this issue as follows:

On the Lam River in Do Luong district, there is 01 traffic project (Do Luong bridge) and 01 irrigation project (Ba ra Do Luong). After checking and reviewing the mineral exploitation license files, it was found that this area has 02 construction sand and gravel mining projects licensed by the Provincial People's Committee, including:

- Sand and gravel mining project for construction in Boi Son commune, Do Luong district of Thai Cuc Resources Investment and Development Company Limited, was granted mining license No. 4958/QD-UBND.TN by the Provincial People's Committee on December 7, 2012, area 19.83 ha, term 10 years.

- The project of exploiting sand and gravel for construction in Dang Son commune, Do Luong district of Tien Hoa Mineral Exploitation Company Limited, was granted exploitation license No. 4979/GP-UBND by the Provincial People's Committee on October 6, 2014, area of ​​5.63 ha, term of 10 years. The Provincial People's Committee allowed to return a part of the area of ​​2.5 ha and allowed to continue exploiting 3.13 ha.

Through inspection, it was found that the legal documents for the two mineral exploitation projects mentioned above are as follows:

Sand and gravel mining project for construction in Boi Son commune:

The mining area belongs to the Planning for exploration, exploitation and processing of minerals for common construction materials of the province; with specific comments from the Department of Construction, Department of Agriculture and Rural Development, Department of Transport, People's Committee of Do Luong district: The above-mentioned area for exploration and exploitation of construction sand and gravel has no historical relics or scenic spots; does not affect dike works, irrigation works, agricultural production land in the area; is outside the road traffic safety corridor; is outside the key areas, national works (the mining area is an alluvial land on the right bank of Lam river, in Boi Son commune; located about 600 m upstream of Bara Do Luong).

Sand and gravel mining project for construction in Dang Son commune:

The mining area belongs to the Planning for exploration, exploitation and processing of minerals for common construction materials of the province; has been commented by the Department of Construction, Department of Transport, Department of Agriculture and Rural Development, People's Committee of Do Luong district with the following content: The above-mentioned construction sand and gravel mining area has no historical relics, scenic spots; does not affect dike works, irrigation works, agricultural production land in the area; is outside the road traffic safety corridor; is outside the key area, national works (the mining area is an alluvial land on the right bank of Lam river, in Dang Son commune; the mining area is located downstream of Bara Do Luong about 700 m, upstream of Do Luong bridge about 500 m). (The safe distance for traffic works according to regulations is 150 m).

However, to resolve voters' petitions, the Provincial People's Committee continues to assign the Department of Natural Resources and Environment to work with the District and Commune People's Committees to carry out the issuance and supervision of procedures in accordance with regulations.
