Nghe An: 60-day extension for the Interdisciplinary Team to inspect sand and gravel mining activities

The Provincial People's Committee has just issued a Decision to "add inspection subjects and extend the inspection period for sand and gravel mining activities in the province".

According to Decision No. 1098/QD-UBND dated April 18, 2025 of the Provincial People's Committee, the Interdisciplinary Inspection Team has 90 days to inspect the law compliance of 53 enterprises licensed to exploit sand and gravel.

On August 25, 2025,Interdisciplinary inspection team according to Decision No. 1098/QD-UBND of the Provincial People's CommitteeDocument No. 10/DKTLN on "adding inspection subjects and extending the inspection period for sand and gravel mining activities in the province" was sent to the Provincial People's Committee.

In Document No. 10/DKTLN,The interdisciplinary inspection team reported to the Provincial People's Committee on the implementation of assigned tasks. Accordingly, the interdisciplinary team inspected, worked, and signed inspection records for 12 units, discovered violations, and transferred them to competent authorities for administrative sanctions with a total fine of VND 2,416 billion.

For the remaining units (41 units), the inspection team has basically completed the inspection of the current status of the area, is checking records, verifying related contents (verifying some contents with signs of violations).

However, due to the large amount of inspection work, data from many years, related to many industries and fields. In particular, recently due to the situation of heavy rain and floods, rising water levels, the basic sand mines were flooded, many assets, boundary markers, weighing stations, etc. were washed away, affecting the progress of the Inspection Team.

Meanwhile, according to Decision No. 1098/QD-UBND dated April 18, 2025 of the Provincial People's Committee, the inspection period is 90 working days from the date of announcement of the Inspection Decision (April 29, 2025). Thus, the Interdisciplinary Inspection Team will expire on September 9, 2025.

Therefore, to continue performing the assigned tasks, the Interdisciplinary Inspection Team proposes and recommends the Provincial People's Committee:

“1. Add 1 unit to the inspection subject: Sand and gravel mine for construction of Song Con alluvial ground, Nghia Dung commune and Tan Long commune, Tan Ky district, Nghe An province (now Tan Phu commune and Tan Ky commune, Nghe An province) was granted a mineral exploitation license by the Provincial People's Committee to Tan Ky Sand and Gravel Company Limited under License No. 19/GP-UBND dated January 6, 2015, extended under License No. 3232/GP-UBND dated November 27, 2024. Reason: The unit has just started mining activities.

2. The extension period is 60 working days from the expiration date according to Decision No. 1098/QD-UBND dated April 18, 2025 of the Chairman of the Provincial People's Committee".

On August 26, 2025, the Provincial People's Committee issued Decision No. 2730/QD-UBND on "Adding inspection subjects and extending inspection time", as proposed and recommended by the Interdisciplinary Inspection Team.

Specifically, add Tan Ky Sand and Gravel Company Limited to the inspection list; extend the time limit by 60 working days for the Interdisciplinary Inspection Team to inspect sand and gravel mining activities.

On April 18, 2025, the Provincial People's Committee issued Decision No. 1098/QD-UBND to establish an interdisciplinary inspection team to inspect the compliance with the law in mineral activities of enterprises licensed to exploit sand and gravel in Nghe An province.

The members of the interdisciplinary inspection team include the Department of Agriculture and Environment and the Department of Construction; the Economic Police Department, the Provincial Police; representatives of the District People's Committee and the Commune People's Committee where the subject of inspection is located. Mr. Le Quang Huy - Deputy Director of the Department of Agriculture and Environment was assigned by the Provincial People's Committee to be the Head of the interdisciplinary inspection team.

Regarding the inspection content, the Interdisciplinary Team will inspect the compliance with laws on minerals, land, environment, compliance with mine design, labor safety, use of industrial explosives, fulfillment of financial obligations, taxes and other relevant laws of the inspected enterprises. The inspection period is from January 1, 2020 to the time of inspection.

The interdisciplinary inspection team is responsible for developing an inspection plan and reporting to the Director of the Department of Agriculture and Environment for approval; has the right to request relevant businesses, organizations and individuals to work and provide documents related to the inspection content.

At the same time, the Interdisciplinary Inspection Team is responsible for handling according to its authority or recommending and proposing the Provincial People's Committee and relevant authorities to handle violations of enterprises, organizations and individuals according to the provisions of law.

According to the list issued with Decision No. 1098/QD-UBND, a total of 53 enterprises operating in sand and gravel mining were inspected by the Interdisciplinary Team.
