Voters want more specific policies so that culture is the driving force for the development of Nghe An province.

Culture is the pillar and spiritual foundation of society, but it is also an area with many prominent and insecure issues in recent times. Therefore, thequestionThe Director of the Department of Culture and Sports at this session of the Provincial People's Council attracted a lot of attention from voters. During the question and answer session, there were 18 questions and 2 debates. Notably, the Directors of the Department of Education and Training and the Department of Tourism also had to coordinate to answer, showing the "hot" level of the issue at the meeting.

What excited voters was that the fundamental and key issues, along with many of their concerns and concerns, were raised. Issues such as preserving ethnic minority culture, building the cultural industry, developing the cultural market, closely combining culture with education and tourism, preserving and promoting historical and cultural relics, developing grassroots cultural institutions, preserving family cultural values, and preventing the infiltration of bad and toxic culture... were all brought up for discussion. "Correct and on point" was the general feeling of voters when following the question-and-answer session on the cultural sector.

However, this is an area with many long-standing shortcomings and inadequacies. Through the questioning session, I realized that the barriers in mechanisms and the "bottlenecks" both objective and subjective in building cultural life and cultural people have not been thoroughly pointed out. The issue of building a team of cultural sector officials has not been fully mentioned, especially the forecasts about this team after implementing the province's staff streamlining policy in the coming time.

However, I also see that the view that culture is the goal and driving force for the province's development has not really been realized into specific policies. This leads to low investment in culture, not creating a new cultural face in Nghe An. The socialization of investment in culture has not met the requirements and potential. Related sectors have not had strong enough stimulus solutions for businesses to invest in developing the cultural industry and cultural market. This is a root problem that needs to be clarified and further investigated.

Mr. Nguyen Dinh Tuan - Chairman of the Fatherland Front of Nghi Kieu Commune (Nghi Loc): "There needs to be a mechanism to support the reconstruction of the cultural institution of the hamlet after the merger"

Through following the question-and-answer session at the Provincial People's Council meeting at the end of 2024, especially the group of issues on solutions to implement the targets of Cultural Village, Cultural Family; communes with cultural and sports institutions meeting the prescribed criteria..., I highly appreciate, agree with and answer the questions of the Director of the Department of Culture and Sports.

Most of the answers were very complete, close to the actual situation at the local level regarding the results achieved, pointing out the existing limitations that need to be overcome; at the same time, proposing a number of very important solutions for implementation in the coming time. In particular, the issue of implementing the targets of cultural villages, hamlets, and blocks; building synchronous cultural and sports institutions was closely followed by the delegates of the Provincial People's Council, "pursuing" to the end of the issue, the incident, creating a forum with a very high level of transparency.

We are very satisfied with the questions in the cultural field. The questions all reflect the real needs as well as the thoughts and aspirations of the people, such as handling the surplus and shortage of cultural houses after the merger; handling violations in outdoor advertising activities... In addition, the answers to the questions also go into core issues, close to the development situation of the province.

In addition to the solutions proposed by the Director of the Department of Culture and Sports at the meeting, in order to continue promoting the achieved results, it is necessary to gradually remove and overcome the shortcomings and limitations after the merger of hamlets in order to further improve the quality of building cultural families and cultural villages in the coming time. At the same time, it is hoped that the Department of Culture and Sports will further strengthen the information and propaganda work, diversify the propaganda activities on the criteria of cultural families, cultural villages, conventions and village regulations of hamlets, etc. Along with that, issue a number of support mechanisms to rebuild the hamlet cultural institutions after the merger. Specifically, implement the review of the system of cultural and sports institutions in the area, to both maximize the existing cultural facilities and plan the construction of new cultural houses and sports fields, meeting the entertainment and living needs of the people.

Mr. Phan Trong Trung - Chairman of Bong Khe Commune People's Committee (Con Cuong): "Wishing for more policies to develop community tourism"

Through following the question and answer session on issues in the field of Culture - Sports at the 25th Session of the 18th Nghe An Provincial People's Council, term 2021-2026, I found that the People's Council delegates have carefully researched, ensuring the content is close to reality, focusing on key issues of the cultural sector. The questions and re-questions were asked concisely, to the point and aimed at the right subjects that need to be explained.

The subject answering the basic questions answered clearly, explained briefly and fully according to the content of the question, demonstrated a sense of responsibility, and provided a clear roadmap and deadline for resolution.

At the question and answer session, in a constructive spirit, the provincial People's Council delegates closely followed the issues, discussed in depth, and clarified the questions with the leaders of departments and branches. This contributed to effectively resolving issues that voters and people were concerned about.

However, there are some difficulties and problems at the grassroots level that have not been mentioned. Specifically, the criteria for awarding the title of Cultural Village: According to Decision 47/2024/QD-UBND dated November 5, 2024 of the People's Committee of Nghe An province, the criteria for average income per capita and the poverty rate for communes in remote, isolated and disadvantaged areas are quite high, leading to many villages and hamlets having difficulty meeting these two criteria. This affects the overall rate in awarding the title of "Cultural Village".

Besides, Khe Ran village, Bong Khe commune is currently developing community tourism. However, households doing community tourism have not received support in policies for repairing, upgrading, and investing in community tourism spots, so the appearance and quality of community tourism have not changed much. Therefore, I hope that relevant sectors will pay attention and support policies for developing community tourism here.
