Does the transportation cost of cement for rural development projects account for 30% of the support value?

(Baonghean)The Central Steering Committee for the National Target Program on Building New Rural Areas, led by Deputy Minister of Planning and Investment Cao Viet Sinh, recently conducted an inspection of the new rural area construction work in Nghe An province.

The delegation highly appreciated the efforts of Nghe An province over the past two years in building new rural areas, ensuring the overall progress of the country, especially the formation of steering committees at all levels, and the propaganda work contributing to raising people's awareness and creating a social movement in building new rural areas, such as donating more than 3.2 million square meters of residential land and participating in over 2.5 million man-days of labor for infrastructure construction.

However, Deputy Minister Cao Viet Sinh expressed concern about the excessively high level of resource mobilization from the people, reaching nearly 3.3 trillion VND, accounting for 30% of the total mobilized resources, while other areas mobilized around 10%. Conversely, mobilization from businesses was limited, reaching only 4% of the 20% stipulated, and the Hoang Mai Cement Plant showed little enthusiasm in participating in the new rural development program. The Deputy Minister welcomed Nghe An province's mechanism for supporting cement supply to localities for rural road construction, but was surprised and concerned by the fact that out of the 99 billion VND in cement support, 32 billion VND (30%) was for cement transportation costs, which he considered excessively high and needed clarification.
