PV:In 2017, the Social Insurance sector implemented many new policies according to the 2014 Social Insurance Law and the Law amending and supplementing a number of articles of the Health Insurance Law. The workload increased, the nature of the work became more and more complicated, and the annual plan was "reached" with many outstanding achievements. Could you tell us more?

Comrade Le Truong Giang:2017 was a year full of difficulties and challenges, but in the end, with a lot of effort, we have achieved remarkable achievements. Regarding the collection and development of participants, as of December 31, 2017, the whole province had more than 2.7 million people participating in social insurance, health insurance, and voluntary social insurance; the health insurance coverage rate in the area reached 86.38%, exceeding the target assigned by the Government in Decision No. 1167/QD-TTg (83.8%); the social insurance coverage rate reached 12.71%. The total revenue in the whole province was more than 5,207 billion VND. Thus, all achieved and exceeded the targets and plans set and increased compared to the same period in 2016.
To achieve these achievements, the prerequisite is the solidarity and efforts of all cadres, civil servants and employees of the provincial Social Insurance. Determining the viewpoint of being a "service industry", last year, the entire Social Insurance system strongly innovated its professional processes, rectified its working style, manners, and attitude towards serving the people; launched a movement to compete in building "friendly and responsible" Social Insurance officers, associated with the movement of each civil servant, public employee and employee to give at least 1 health insurance card.
Along with that are strong changes in administrative reform. In 2017, we have publicized the hotline and phone numbers of the members of the Legal Support Team; built a Q&A section on the Electronic Information Page of the Provincial Social Insurance; publicly posted administrative procedures, records, and forms related to social insurance, health insurance, and unemployment insurance at the "one-stop" department of the Provincial Social Insurance agency and district Social Insurance.
Notably, we have decentralized the district-level Social Insurance to print and reissue health insurance cards and social insurance books for participants in the area, reducing travel time for people. Up to now, the provincial Social Insurance sector has shortened the process and procedures for collecting and issuing social insurance books and health insurance cards from 9 administrative procedures to 5 procedures; shortened the time limit for issuing social insurance books from 20 days, health insurance cards from 7 days to 5 days (for people receiving unemployment benefits, no more than 2 days from the date of receiving complete documents as prescribed). In case of reissuing health insurance cards without changing information, it is done on the same day when people request (in case of changing information, no more than 3 days from the date of receiving complete documents as prescribed)...

In particular, we have increased the application of information technology, considering it a strategic and indispensable breakthrough in the industry's management activities.
The industry also pays attention to and focuses on urging and collecting outstanding social insurance and health insurance debts and resolving policies and regimes for employees at units with social insurance debts. In 2017, the revenue from social insurance, health insurance and unemployment insurance exceeded VND5,000 billion, reaching 103.32% of the assigned plan, an increase of VND479.4 billion compared to the same period in 2016.
The implementation of the health insurance policy in the past year has been closely coordinated with departments, branches, and local authorities to strengthen control of health insurance medical examination and treatment costs in the area while ensuring the rights of health insurance cardholders. We have synchronously deployed groups of solutions: policy mechanisms; warnings and monitoring of health insurance medical examination and treatment costs; application of information technology; strengthening inspection and examination work; supporting health insurance appraisal work at health insurance facilities... Thanks to that, the average cost of health insurance medical examination and treatment has slowed down and tends to decrease gradually.
PV:Currently, what challenges and difficulties is the provincial Social Insurance sector facing, sir?
Comrade Le Truong Giang:The problems and difficulties are inevitable, we always frankly identify them to find ways to solve them. Although the rate of people participating in social insurance, health insurance, and unemployment insurance has increased compared to the same period, it is not commensurate with the potential and is still low compared to the target assigned in Resolution No. 21-NQ/TW dated November 22, 2012 of the Politburo. The rate of outstanding debt is lower than the national average but still high; the overspending of the health insurance fund in the province, although controlled, is still complicated, and is among the provinces with the largest overspending.
In addition, with changes in social insurance policies according to the provisions of the Social Insurance Law 2014, including the addition of 2 more subjects participating in compulsory social insurance; this is both an advantage and a big challenge for us in the process of implementing the management of the number of subjects participating in compulsory social insurance from 1-3 months in the coming time.

PV:If 2017 is considered a “pivotal” year, then 2018 is the “door” that opens many important changes in the implementation of social insurance and health insurance policies. Could you tell us how the provincial social insurance sector determines the direction and goals for 2018?
Comrade Le Truong Giang:In 2018, many new policies on social insurance and health insurance took effect, along with many challenges and difficulties for the staff, civil servants and employees of the social insurance sector. We identified 11 key tasks, including: Continuing to advise the Provincial Party Committee, People's Council and Provincial People's Committee to lead and direct the effective implementation of Resolutions, Projects, programs and plans in the implementation of social insurance and health insurance; Promoting administrative procedure reform, enhancing the application of information technology; Promoting the development of social insurance participants, accelerating the implementation of the universal health insurance roadmap; Closely coordinating with all levels and sectors to properly resolve transitional regulations and newly arising issues; ensuring full, timely and correct settlement of social insurance, health insurance and unemployment insurance regimes for employees and people; Improving the quality of appraisal work; effectively managing and using, ensuring the balance of the medical examination and treatment fund; Strengthening the inspection and examination of the implementation of the Law on Social Insurance and the Law on Health Insurance at employers and medical facilities; Innovating and diversifying the forms and quality of propaganda and dissemination of legal policies on social insurance, unemployment insurance and health insurance; Implementing financial management mechanisms well, ensuring adequate and timely sources of funds for social insurance payments to beneficiaries and health insurance medical treatment costs for medical facilities; Continuing to review and perfect the organizational system, implementing well the democratic regulations at the grassroots level; Promoting the study and following of Ho Chi Minh's moral example; Organizing and implementing well emulation movements, especially the emulation movements for excellent workers and creative workers; and the emulation movements for building cultural agencies and units.
We believe that the positive results in 2017 will be the foundation and motivation for the entire industry to successfully complete its tasks in the new year 2018.
