The Prime Minister has just requested a review of Mr. Truong Tan Thieu - former Chairman of Binh Phuoc Provincial People's Committee and a number of leaders of this province.

The Government Inspectorate has just concluded its inspection of law enforcement in land and forest allocation in Binh Phuoc province in the 2008-2013 period.

The conclusion of the Government Inspectorate clearly stated that the management, use of land, land allocation and forest allocation in the past time in Binh Phuoc province have not been well implemented, there are signs of lax management, inconsistency and lack of uniformity in implementing land laws and policies. Specifically shown through the results of the inspection of signs of violations against the Party Committee of the Provincial People's Committee and Mr. Truong Tan Thieu - Chairman of the People's Committee of Binh Phuoc province by the Central Inspection Committee in 2012 and the results of the review and disciplinary action against the Party Committee of the Provincial People's Committee, Mr. Truong Tan Thieu and 18 cadres, leaders of all levels and sectors under the management of the Provincial Party Committee Standing Committee, 6 cadres under the management of the Standing Committees of Party Committees at all levels under the Provincial Party Committee...

The conclusion of the Government Inspectorate also pointed out a number of specific cases: in Binh Phu district and Binh Long town, the management and use of land funds separated from forest areas after reviewing and re-planning 3 types of forests was not strict, policies were inconsistent and had content that was not in accordance with regulations, causing many households to disagree and not fully comply with legal procedures on land.

Some households, although not eligible, were still allocated land and granted land use right certificates. This responsibility belongs to the local People's Committees, the Department of Natural Resources and Environment, and the Provincial People's Committee.

The Government Inspectorate also pointed out that out of 27 mineral exploitation projects in the province, 14 projects have come into operation with a total area of ​​over 79 hectares but have not yet carried out legal procedures on land lease, not in accordance with the provisions of the law. The main responsibility belongs to the Department of Natural Resources and Environment of Binh Phuoc.

Forest protection management is still weak, leading to many forest areas being destroyed and encroached for many years. The responsibility belongs to the units assigned to manage and protect forests, the People's Committee of Binh Phuoc province, the districts and related departments.

According to the Government Inspectorate, in addition to seriously reviewing and handling the responsibilities of relevant collectives and individuals, the People's Committee of Binh Phuoc province must stop allocating land for residential development without bidding for land use rights; fully implement legal procedures on land allocation, land lease and land use fee collection, determine the correct unit price and calculate land rental fees, review and implement land allocation to the right subjects.

The conclusion clearly pointed out that, in addition to shortcomings in the work of receiving citizens, handling complaints and denunciations, the transparency and publicity according to the Law on Anti-Corruption of the departments, branches and units directly inspected were not well implemented and had violations. The Provincial People's Committee arbitrarily divided 4 out of 8 industrial parks approved by the Prime Minister into 15 industrial parks and did not report to the Prime Minister before implementation.

There are 2 industrial parks with an area of ​​5,099 hectares that are not included in the planning approved by the Prime Minister but were approved by the Provincial People's Committee for detailed planning. At the time of inspection, both of these industrial parks had not been implemented.

Based on the recommendation of the Government Inspectorate, the Prime Minister directed the Government Inspector General to issue a decision to collect more than VND13 billion in violations in the projects: Dai Nam residential area of ​​Dai Nam Joint Stock Company, 17-hectare Tan Phu town residential area of ​​Binh Phuoc Housing Business Joint Stock Company; Tan Phu town residential area of ​​Quang Minh Tien Joint Stock Company and the Cashew Nut Production and Processing Factory project of Ha My Joint Stock Company.

The Chairman of the People's Committee of Binh Phuoc province is required to seriously organize a review to take measures to correct violations and take disciplinary action or recommend competent authorities to handle the matter./.
