On board were Ho Xuan Tuyen and Pham Van Hiep, who were returning from fishing when, near buoys No. 1 and No. 2, 600 meters east of the Ha Tinh sea, they encountered a whirlwind and strong winds, causing the vessel to sink.
Upon receiving the report, the Cua Lo - Ben Thuy Port Border Guard Station, in coordination with the Cua Lo Town Disaster Prevention and Search and Rescue Center, dispatched forces to the scene. However, due to high waves and strong winds, the Nghe An Border Guard Command deployed the BP 06-06-10 vessel and 10 officers and soldiers from Squadron 2 to cooperate with fishermen in rescuing the victims.
After more than eight hours, in the darkness of night, the rescue team overcame difficulties and rough seas, coordinating with local fishermen to rescue two crew members and bring them safely ashore.
